Buguan township is located in the middle of Pinglu county. It is adjacent to Yuncheng by Zhongtiao Mountain in the north, Sanmenxia across the river by the Bank of the Yellow River in the south, Zhangdian in the East and Duma in the West. Fenglan highway passes through the county, and yuncheng-3 Expressway connects with Yuncheng and other places in the East.

The township covers an area of 72 square kilometers, with a total population of more than 16000, cultivated land area of more than 34000 Mu and peach economic forest of more than 20000 mu. In 2005, the per capita net income of the township was 1153 yuan.
