Located in the northeast of Xiangfang City, it borders Jianbei street and Xiangdian street with Xincheng street in the East, Caiyi street and Huashan Road with Liushun street in the west, Gongbin road with Anbu street and Xiangfang street in the south, Ganshui road and Hanshui road with Nangang District in the north. During the period of Japanese puppet rule, the west of Hongqi Street was Liushun District, and the East belonged to Shengyong district. Before 1940, the area was in the wilderness. After 1940, a surnamed Jiang opened a big car shop here, named Jiang's shop. In 1942, the Japanese Kwantung Army built a labor workshop here, named Xindi. In September 1948, Xinmin Street government (Street Office) was set up here to administer Jiangjiadian and Xindi (Xinmin Li). In 1951, Xindi was renamed xinminli, and Jiangjiadian was renamed Jiangjiadian street, Civil Affairs Street, Minji street and Shengyong street. In 1958, the Xinmin Street government abolished it and put the area under the jurisdiction of Liushun and Anbu sub district offices respectively. In December 1971, with the approval of the municipal government, some residents committees were set aside from Anbu and Liushun sub district offices to form Xiangbin commune. In January 1980, it was renamed Hongqi Street sub district office, located at 2 Minji street. In 1990, it covers an area of 1.4 square kilometers and has a population of 11917 households and 42030 people, of which the Han nationality accounts for 94.4%. It governs 19 residents committees and 572 residents groups.
