Gulou sub district office is located in the old city. It was the capital of Shunchang in Song Dynasty, Yingzhou Prefecture in Ming and Qing Dynasties, Chengguan town in Fuyang County in 1945, Dayukou and Beiguan communes in 1958.

It was the capital of Shunchang in Song Dynasty, Yingzhou Prefecture in Ming and Qing Dynasties, Chengguan town in Fuyang County in 1945, Dayukou and Beiguan communes in 1958. When Fuyang City at county level was established in 1979, it was merged into the West urban area of Fuyang City. After the merger in 1992, it became Gulou District Office of Fuyang City. In February 1996, it was renamed as Gulou Office of Yingzhou district. Gulou office is adjacent to Quanhe River in the north, East city wall in the East, Xicheng River in the west, Fulin road in the south, 5km long from north to south, with a total area of 2.22km2. The average annual temperature is 14.8 ℃, and the maximum temperature is 41.4 ℃ (1953 ℃) 4 ℃ (February 5, 1969). the office now has 9 community neighborhood committees with 46656 people (2010). Most of them are Han people, and a few Hui people live in the neighborhood committees of Guanghua Street and Qingyun. There are 5 middle schools and secondary vocational schools, 4 full-time primary schools and 4 kindergartens in the area, with more than 1000 teachers. The enrollment rate of school-age children is over 98%. There are 12 enterprises, including 5 joint-stock companies and 4 provincial star enterprises, with an annual total social output value of 569 million yuan. In 2003, more than 6 million yuan of taxes were collected, ranking the top in Yingzhou district. In 1992, it was awarded the title of "advanced township with output value exceeding 100 million yuan" by the provincial people's government. In 1998, it ranked 98th among the top 100 townships in the province, and was awarded the title of "top 10 townships" by the former Fuyang municipal Party committee and municipal government for many times.
