Zepu County in Kashgar Prefecture of Xinjiang governs the township and two village committees, namely, yingawati village and keruke village.

On August 27, 2018, the people's Government of the autonomous region approved the establishment of Tongan Township in Zepu county. The Township People's government is located in yingawati village, which is under the jurisdiction of Zepu county.
