Tuoyema township is located in the middle of Henan Mongolian Autonomous County, Qinghai Province, 22 kilometers away from the county seat. The population is 3000, mainly Mongolian, accounting for 99.8% of the total population. It covers an area of 856.1 square kilometers. It has jurisdiction over six village committees: tuoyema, quhai, Qulong, wenqun, ningsai and xiawute. Wenjia township was set up in 1958, then Wenjia commune, Tuoye Township in 1961, tuoyema commune in 1969 and tuoyema Township in 1984. In August 2006, tuoyema township was abolished and merged into youganning town.

[saierlongxiang] is located in the east of the county, bordering Gansu Province in the East and south, and 61 kilometers away from the county government. The population is 3000, mainly Mongolian, accounting for 99% of the total population. It covers an area of 1036 square kilometers. It has jurisdiction over five animal husbandry committees, namely, saierlong, Lanlong, gake, Jianke and Erqian. Saierlong township was established in 1958, then changed to saierlong commune, changed to saierlong Township in 1961, changed to saierlong commune in 1969, and renamed saierlong Township in 1984.

It has four animal husbandry committees, namely Kesheng, maoqu, cihansu and jiankeri. Kesheng township was set up by wenshijia commune in 1961, changed to Kesheng commune in 1969, merged with Duosong commune in 1975 and set up in 1984.
