Located in the north of Huguan County, the former Huguan Changping Economic Development Zone under the jurisdiction of Huguan County, Changzhi City, Shanxi Province, was founded in January 2001. In June 2001, Changzhi Municipal People's government designated Changping Economic Development Zone as a municipal economic development zone. In April 2006, after a comprehensive investigation by the state and Shanxi Province, Huguan Changping economic development zone was approved by the people's Government of Shanxi Province as a provincial Economic Development Zone, renamed as Shanxi Huguan economic development zone. The main industries are steel deep processing and coal chemical industry.

The Management Committee of Shanxi Huguan (Changping) economic development zone is located in Changping village of Huguan Economic Development Zone, with 20 staff. There are six internal mechanisms. Namely: office, economic development section, social development section, construction and environmental protection section, human resources and social security section, safety production supervision section. In 2013, the Development Zone exercised the administrative functions of township level government. Huguan Economic Development Zone has jurisdiction over 10 administrative villages, covering an area of 20 square kilometers, with a planning area of 266.6 hectares, or 4000 mu (approved in the 2006 China Development Zone audit notice catalog). There are 20 large-scale enterprises in the zone, with more than 6000 employees, including more than 1200 professional and technical talents. As of June 2011, the total industrial output value of the Development Zone reached 2.51 billion yuan, the sales output value reached 2.3 billion yuan, and the tax paid reached 45.11 million yuan.

The terrain of Changping economic development zone is flat, with mountains in the north, Huguan County in the south, Changzhi City in the West and Jinzhuang town in the East. Changping development zone is located in the warm temperate zone and belongs to the continental monsoon climate. The annual average temperature is 8.8 ℃ and the annual precipitation is about 500-600mm.

Huguan (Changping) economic development zone is located in the east of Changzhi City, within the jurisdiction of Huguan county. It is only 9km away from Changzhi urban area, 20km away from Changtai Expressway and Changhan expressway, 25km away from Yinlin (Changzhi county Yincheng to Linzhou of Henan Province) highway, which is the provincial passageway. Changzhi East Ring Expressway and Chang'an (Changzhi Anyang) Expressway cross the zone, which is the same as the Central South Railway under construction It is 3km away from Changzhi airport and 20km away from Changzhi airport. Changhu first-class highway passes through the area. There are provincial highway from Changzhi to Pingcheng and municipal highway from Huguan to huayuandi in the area. The railway special line of Changgang group spans the whole territory and connects with Taijiao line. It has a self built railway line of 3.4km, so the traffic is very convenient.
