Local history

Jiayuguan is the traffic hub of the ancient "Silk Road" and the starting point of the western end of the Great Wall in Ming Dynasty. Here, the "ancient Silk Road" of economic and cultural exchanges between China and the west, which was opened more than 2000 years ago, and the "ancient battlefield" of military strategists of past dynasties can be seen. This is the intersection of Chinese Silk Road culture and Great Wall culture, known as "Hexi Town" and "frontier key".

The origin of organizational system

In December 2009, in the snowflakes of early winter, a new urban and rural administrative system was proposed in Jiayuguan City. Seven streets, three industrial parks and three towns in Jiayuguan City were divided into three functional management organizations to coordinate urban and rural economic and social development. The Great Wall district is one of them.

This is a new step taken by Jiayuguan City in promoting the development of urban-rural integration by investigating and fully learning from the urban-rural management systems of Shanghai, Tianjin, Chongqing and Chengdu. At the end of 2009, the city's total population was 170000. According to the place of residence, the urban population is 149600, and the rural population is 20400. The natural growth rate of population was 5.37 ‰, 0.13 percent lower than that of the previous year. The annual per capita disposable income of urban residents was 15123.1 yuan, an increase of 4.2%, and the growth rate was 3.7 percentage points lower than that of the previous year. The per capita wage income of urban residents was 13695.7 yuan, an increase of 2.7%, accounting for 79% of the total per capita household income. The per capita consumption expenditure of urban households was 10852.5 yuan, an increase of 1.5%. The Engel coefficient of urban households is 34.98%. The annual per capita net income of farmers was 6956 yuan, an increase of 8%.

The Great Wall District governs Xinhua, Jianshe, two sub district offices and new towns. There are 25 residents committees and 7 administrative villages with a permanent population of 39260 households and 103992 people, including 36953 households and 95299 people in urban areas and 2307 households and 8693 people in rural areas.

Jiayuguan is an industrial tourism city named after Jiayuguan, the world-famous "the most powerful pass in the world". It is also known as "Gobi steel city" because it is the location of Jiuquan Iron and steel (Group) company, the largest iron and steel complex in Northwest China.

After more than 40 years of construction, especially since the reform and opening up, the economic construction of Jiayuguan City has made great progress, and has basically formed an economic development pattern with the metallurgical industry as the leading industry, commerce and tourism as the pillar, and suburban agriculture as the characteristics.

In 2009, the city's GDP reached 16.005 billion yuan, which gradually increased from 2.1% in the first half to 10%. Among them, the food price index was 100.4%, the clothing price index was 103.5%, the tobacco, alcohol and supplies price index was 101.7%, the household equipment and maintenance service price index was 104.2%, the medical care and personal goods price index was 100.4%, the transportation and communication price index was 98.1%, the entertainment, education, cultural goods and services price index was 101%, and the housing price index was 101.2%. Among them, the value-added tax revenue was 194 million yuan, down 20.4%; the business tax revenue was 136 million yuan, up 1.8%; the enterprise income tax revenue was 41 million yuan, down 23.1%; the urban maintenance and construction tax revenue was 120 million yuan, up 23.2%; the personal income tax revenue was 32 million yuan, up 41.6%. Local fiscal expenditure was 1.062 billion yuan, an increase of 10.83%. Fiscal expenditure reflects the characteristics of public finance and people's livelihood finance. Among them, education expenditure reached 132.905 million yuan, an increase of 6.43%; medical and health expenditure reached 71.345 million yuan, an increase of 38.43%; culture, sports and media expenditure reached 35.577 million yuan, an increase of 24.36%; social security and employment expenditure reached 165.153 million yuan, an increase of 36.17%.

The annual tax revenue was 2317.4758 million yuan, down 9.89%. Among them, the national tax revenue was 1464.5858 million yuan, down 18.44%; the local tax revenue was 852.89 million yuan, up 9.89%.

Functional adjustment

In order to further stimulate the vitality of urban development, coordinate urban and rural economic and social development, and take the lead in realizing the goal of urban-rural integration in the whole province, Jiayuguan city established new Great Wall District, JINGTIE district and Xiongguan district on December 1, 2009 after integrating the original urban working committee (urban working Office), suburban Working Committee (suburban working office) and Industrial Park Management Committee Office. At present, through the 70th executive meeting of the municipal government, the jurisdiction of the three districts has been clearly defined.

The Great Wall district is located in Yingbin East Road, under the jurisdiction of new towns (eight villages: Henggou village, yemawan village, Changcheng village, Xincheng village, Zhonggou village, nigou village, guanpu village, anyuangou Village), Jiayuguan Industrial Park, Jiadong Industrial Park, Weijin tomb tourist attraction, Xinhua sub District Office (11 communities: Dazhong community 1, 2, 3, Xinhua community 1, 2, Limin community 1, 2, May 1) 1、 Second, third community, Jiadong community), the construction of sub district offices (11 communities: Lanxin first and second communities, Tongle community, Yongle first and second communities, Yongxin community, Jianxin community, Jianshe community, Jianlin community, Jian'an community, Dong'an community). Jiayuguan City is located in the northwest of Gansu Province, in the middle of Hexi Corridor, adjacent to Jiuquan City in the East, 776km away from Lanzhou, the capital of Gansu Province; connected to Yumen City in the west, 650km away from Hami in Xinjiang; connected to Sunan Yugur Autonomous County in the south, more than 300km away from Qinghai; and to Jiuquan Jinta County, Jiuquan satellite launch base and Inner Mongolia in the north Mengejina banner is connected with Jiuquan oasis in the middle. mineral resources

There are 21 proven mineral resources in the city, with more than 40 places of origin. Among them, iron, manganese, copper, gold, limestone, awn pin, molding clay and barite are the dominant minerals in the city. Jingtieshan mine has a total iron ore reserve of 483 million tons, with a production capacity of 5 million tons, which is the largest pit mining metallurgical mine in China; Xigou limestone mine has a reserve of 206 million tons, which is open-pit mining, with an annual output of 800000 tons; Dacaotan molding clay has a total reserve of 98 million tons. In the adjacent area, there are also Mangxiao ore with considerable reserves and other mineral deposits for mining, such as chromium, manganese, fluorite, glacial stone, etc.

Water resources

The TaoLai river runs across the city, with an average annual runoff of 658 million cubic meters, an annual net groundwater reserve of 732 million cubic meters, an annual recharge of 164 million cubic meters, and an annual allowable exploitation of 111 million cubic meters. At present, the actual annual exploitation is only 46 million cubic meters, with a storage capacity of 64 million cubic meters
