Xiabatang district was set up in August 1959. In September 1987, it was changed into a commune. In 1989, it was renamed Jiaxing township. In 1996, it covers an area of 4500 square kilometers and has a population of 3000 people. Nyingchi city in Tibet is located at the westernmost end of gongbujiangda County, adjacent to JINDA town in the East, 60 kilometers away from gongbujiangda county. It belongs to temperate semi humid plateau monsoon climate. the altitude of the township government is 3903m. the main river in the territory is Niyang River, and Songduo village of Jiaxing township is the source of Niyang River.

The township covers an area of 2510.54 square kilometers. Bailang village of Jiaxing township is the site of the national first-class nature reserve of white lipped deer, and one of the largest population of white lipped deer.

In November 2000, the total population of the township was 3551 (according to the fifth census). in 2010, there were 4264 permanent residents (in the sixth census of 2010). in 2017, the total population of the township was 4700.

It is a semi agricultural and semi pastoral Township, planting highland barley, wheat, barley and rape, and Grazing Yak, cattle and sheep.
