Haiwan Township, 1 km from the city. The highest altitude is 2872 meters in dahegou Liangzi of Maliu village committee. It has jurisdiction over 7 village committees and 25 villager groups in Maliu, Shenyan, Haiwan, Bailong, Huotian, Qinggou and Baiyang.

On June 12, 2020, the people's Government of Sichuan Province decided to abolish Haiwan township.

The township is located in the second half of the mountain area, with abundant water resources, long frost free period, sufficient sunshine, fertile land, mild climate and good natural conditions. It is one of the grain producing areas in the county.

Main attractions

Haizi (leshui Lake), surrounded by mountains on three sides, naturally forms a curved shape, which is called Haizi Bay. Haiwan township is named after it. The lake has a north-south trend, covering an area of about 700 mu, with an area of about 8 square kilometers of accumulated rain. The average water depth is 5 meters, and the deepest is 12 meters. The annual water storage is 3.3 million cubic meters, and the effective water intake is 1.37 million cubic meters. It's a high mountain freshwater lake. It's an ecological nature park. According to the records of Leibo County annals, the county "has a small sea four miles away from the East, which is formed by shallow mountains and waters. There is a hole by the sea, which is unpredictable in depth. When it opens, it closes, and when it opens, the water falls from it. I don't know where it flows, so it is called Luoshui Lake (later renamed leshui Lake) Later, because of the siltation, the karst cave was blocked, the mountain torrents had no place to dissipate, the accumulated water increased, and the small sea increased, which became today's leshui lake. The water diversion and irrigation project of leshui Lake draws water from the lake through underground pipelines to irrigate more than 8000 mu of good farmland in Nantian Township and Jincheng town. In normal years, the water level of leshui lake rises and falls less than 2 meters, and the lake water is relatively stable.
