Jinlin township is located in the southwest of Mianning County, on the west slope of yak, with an area of 51.3 square kilometers and a population of 1364. Yi, Tibetan and Han people live together. The Yi population accounts for 90.5%. The township government is 102 kilometers away from the county seat. It has jurisdiction over four administrative villages, namely Dashan, Xinmin, Guolin and Jinshui.

The area of cultivated land is 2160.75 mu. The agriculture is mainly potato, corn and buckwheat. It is rich in Zanthoxylum bungeanum and walnut. The animal husbandry is mainly sheep. The total grain output is 408000 kg, and the total agricultural output value is 4046500 yuan. The industry is dominated by lead and gold mining. The forest coverage rate of Pinus yunnanensis is 60%. In 1995, Mofanggou power plant accepted the poverty alleviation task of Liangshan State Party committee and state government to help Jinlin Township, where Yi people live in concentrated communities in Mianning County. Party and government leaders attached great importance to it and established a poverty alleviation leading group and a working group in the township headed by the plant director. Members of the group visited Jinlin Township, located in the alpine mountains, many times to investigate the truth and determine the poverty alleviation measures. The residents lived with the villagers all the year round. No matter how hard they were, they had no complaints. In the past seven years, Mofanggou power plant has invested 650000 yuan in poverty alleviation, and connected the 10kV Transmission Line from the township to Lizhuang District, solving the problems of lighting and drinking water for people and livestock in the township. In 2002, the power plant also introduced improved livestock, plastic film planting and pepper root fertilization technology for villagers, and organized cadres and mass representatives to visit yibowo village, Meigu County, a demonstration village in Liangshan Prefecture to broaden their horizons. "To help the poor, we should help the wise first, and to treat the poor, we should treat the stupid first." 2002 is the second year for Mofanggou power plant to help the poor through education in Jinlin township. The majority of cadres and workers donated more than 9000 yuan to Jinmu township. The factory invested 3200 yuan in Jinlin Township, gave 80 student beds and a freezer, and subscribed more than 40 kinds of newspapers and magazines for the school. As a result, the school running conditions of Jinlin Township Primary School were further improved, the enrollment rate of children reached 99%, and the teaching quality was greatly improved.
