Huairou District governs towns (districts). Located in the south of the District, 3 kilometers away from Huairou city. It covers an area of 32.7 square kilometers and has a permanent population of 27689 (2017). It has jurisdiction over 2 communities and 18 administrative villages.

The Office (town government) is located in Miaocheng health center. Daqin, Jingcheng, Jingshen railway and National Highway 101 pass through the area. Miaocheng and Gaogezhuang have railway stations.

In 1958, it belonged to Chengguan town and Qiaozi township. Later, it belonged to Bayi commune and Dongfeng commune. Miaocheng commune was set up in 1961, township was changed in 1983, and town was built in 1990. In 1996, it covers an area of 32.7 square kilometers and has a population of 16000. It has jurisdiction over 18 administrative villages including Miaocheng, xitaishang, xitaixia, zhengzhengzhuang, Caigezhuang, gaolianghe, lilianghe, Xiaodu Lianghe, Dadu Lianghe, liulianghe, xiaolianghe, sunshishan, Taoshan, Gaogezhuang, wangshishan, Jiaocun, huogezhuang, Zhaogezhuang and Miaocheng neighborhood committee. On November 14, 2002, Jingmin Paifa No. 399 agreed to set up Miaocheng regional office in Miaocheng, implementing "one set of people and two brands". At the end of 2002, the office is located in the east of Miaocheng village, with an area of 32.72 square kilometers and a population of 17700. It has jurisdiction over a community in Miaocheng and 18 administrative villages including gaolianghe, lilianghe, Dadu Lianghe, Xiaodu Lianghe, liulianghe, xiaolianghe, huogezhuang, Zhaogezhuang, Caigezhuang, Gaogezhuang, Jiaocun, Miaocheng, xitaishang, xitaixia, Taoshan, zhengchongzhuang, wangshishan and sunshishan.
