The county was named after Fuyu mountain (now longchengzhai). The county and Xuanhan county were governed in Daluo Township, and Angu county was governed in Angu Township, Yingshan County.

The Western Wei Dynasty (538-551 AD) still followed the Liang system, and Longcheng County led Yilong and Dayin counties, while Fuyu County led Xuanhan and Angu counties.

In the fourth year of the Northern Zhou Dynasty (569 A.D.), Yi'an County in the Western Wei Dynasty and Fuyu County in the Liang Dynasty were assigned to Pengzhou, while Longcheng county was still established. Fuyu County was moved from daluochi in today's Yilong county to anguchang in today's Yingshan County. Longcheng County governs Yilong and Dayin counties.

In 583 ad, Fuyu, Yi'an and Longcheng counties in Pengzhou and Jingyang County in Quxian were destroyed. In 598 ad, Xuanhan county was changed into Fuyu County. In the third year of Daye (607 AD), Yilong county and Dayin county were changed into Baxi county (now Langzhong County, Fuyu County is Qinghua County, now Bazhong county).

In the first year of Wude (618 A.D.), Emperor Gaozu of Tang Dynasty restored Pengzhou and governed six counties, including Yilong, Dayin and Fuyu. In the third year of Wude (620 A.D.), Fangzhou was set up, and its governance and Yilong County governance were on the Jincheng Mountain. In the fourth year of Wude (621 AD), Xincheng County was set up in the southern part and Xiangru county. It was built by yintaizi and was renamed Xinzheng County, which is subordinate to Langzhong. The county government is now Xinzheng town of Yilong county. Wude eight years (AD 625) abandoned Fangzhou, Yilong Fu belongs to Pengzhou.
