Shuangfu town

Shuangfu town is located in the north gate of Emeishan City, connecting Hongya County in the West and Jiajiang County in the north. It covers an area of 53.46 square kilometers (2017). It governs 19 administrative villages (127 villager groups) and 1 residential community (8 resident groups), with a total population of 26865 (2017). The town has 20100 mu of cultivated land, half of which are in hilly areas and half in Pingba area. It is one of the largest tea distribution centers in Southwest China. Shuangfu town has perfect infrastructure and sufficient water resources, electricity and natural gas supply. It is a provincial pilot town for small town construction. With developed transportation, Chengdu Kunming railway, Leya Expressway and jia'e highway run through the whole territory, and Shuangmu highway connects Hongya. The ecological environment is good, and a new sightseeing and leisure agricultural village with "flower appreciation, tea tasting and fruit tasting" has been initially formed. It has been rated as a national ecological township. Our town adheres to the development of the four leading industries of "tea, vegetable, flower and fruit", of which the tea planting area reaches 15000 Mu and the tea industry has more than 10000 employees. There are a number of competitive enterprises in the area, such as Jintao porcelain, Hongyuan mineral powder factory, Jiajie paper factory, etc

On December 13, 2019, Sichuan Provincial People's Government approved Leshan City to adjust the administrative divisions of 8 counties (cities, districts) including Shizhong District (cfzm [2019] No. 20): Puxing township was abolished and its administrative area was put under the jurisdiction of Shuangfu Town, and the people's Government of Shuangfu town was stationed at No. 26, Shunhe street.

General situation of the town

Shuangfu town is located in the north gate of Emeishan City, Sichuan Province. Chengdu Kunming railway runs through the area, and highways extend in all directions with convenient transportation. The hilly and mountainous areas and Pingba areas account for half of the total, which is one of the largest tea distribution centers in Southwest China. It covers an area of 53.46 square kilometers (2017) and has an altitude of 412m. The town has 24031 mu of arable land, 19 villages (126 villager groups) and one neighborhood committee (6 resident groups), with a total population of 26865 (in 2017).

Traffic situation

Jiae Expressway and Shuangmu road intersect here, which is located at the midpoint of Jiajiang Emei tourism trunk line, close to the south entrance and exit of Jiajiang of Leya expressway, and more than 20 km away from Jiajiang entrance and exit of Chengle Expressway in the north, so the traffic is very convenient. In accordance with the development strategy of "strengthening agriculture and prospering industry, enriching people and prospering town", Shuangfu town continues to take the road of "taking the lead of tea industry, laying foundation for agriculture, developing industry and trade, and building market town". It pays close attention to the work of "agriculture, rural areas and farmers", increases farmers' income by all means, actively attracts investment, promotes industrial development, and pays close attention to the construction of market town, so as to ensure social stability and all-round development of various social undertakings.

In 2003, the town's GDP reached 130.9 million yuan: 249.04 million yuan for township enterprises; 11.24 million yuan for total profits; 2.12 million yuan for storage taxes; 1.497 million yuan for fiscal revenue; 3114 yuan for per capita net income of farmers; 40.9 million yuan for investment promotion. Various social undertakings continued to develop steadily, the construction of spiritual civilization was strengthened, and people's living standards were further improved.

We will increase investment in infrastructure construction, and industrial restructuring will achieve results. In 2003, each village group in the town strictly followed the "one case, one discussion" system, and actively mobilized farmers to increase investment in agricultural infrastructure construction by means of voluntary fund-raising. During the year, 30 weirs and canals, 51 km in length, 46 electric irrigation stations, 283 kW in total, and 4.4 km of hardened village roads were maintained. Throughout the year, 1967 mu of low yield tea plantations, 654 mu of newly planted tea plantations, 2500 mu of newly planted orchards, more than 200 mu of flower planting area, and greenhouse vegetable planting were planted. The per capita net income of the whole town increased by 150 yuan, and the people's living standard further improved.

According to the development strategy of "strengthening agriculture and prospering industry", the town government makes a big contribution to "Prospering industry", consolidates pillar industries and provides follow-up services. In line with the principle of "small government, big service", focus on the follow-up service and coordination of the introduced enterprise projects, so as to create a good soft environment for the investment promotion of the town.

Urban construction

We should do a good job in the construction of pilot towns at the provincial level. In 2003, Shuangfu town carried out the first phase of the old city reconstruction project. The demolition scope of phase I project includes five streets, including Hexi street, Hedong street, Maliu street, Shunhe street, Zhongxing Road (Shuangmu intersection), with a total of 186 households. The total area of old houses demolished is nearly 20000 square meters, accounting for the vast majority of the old market town. It is planned to build and transform 6 streets of 810 meters, with a new construction area of more than 40000 square meters. The river bank was built for 600 meters, and the streets were hardened, afforested, brightened and buried with electric pipe network. Small towns with the characteristics of folk houses in Western China are taking shape.

Characteristic market

The tea market in Southwest China is booming day by day. From the end of 1998 to June 1999, the total investment was nearly ten million yuan, and the "Great Southwest tea market" was established. "Great Southwest tea market" is divided into market area and processing area. The market area covers an area of 30 mu, with an investment of 6.5 million yuan. It has built 180 stores, 200 color booths, 40 houses, 30 offices, exhibition halls and conference rooms. The processing zone covers an area of 18 mu. According to the unified planning and design, a number of tea processing plants have been built. In 2003, the tea trade volume of "Great Southwest tea market" was 800000 kg, with a trade volume of more than 200 million yuan. It is the main place for tea exchange in Leshan, Emei and surrounding areas.
