Cifeng town

Cifeng town is located in the middle and south section of Longmen Mountain, northwest of Pengzhou City, Sichuan Province. Its boundary spans 103 ° 43 ′～ 103 ° 48 ′ e, 31 ° 05 ′～ 31 ° 09 ′ n, with an average annual temperature of 14.5 ℃, annual rainfall of more than 1100mm and altitude of 720 ～ 1637m, forming the geomorphological characteristics of high in Northwest and low in Southeast. With an area of 47.66 square kilometers, the town governs 13 villages, 140 communities, one neighborhood committee, and five resident groups, with a total population of 17390 (2017).

In December 2019, Chengdu Municipal People's government decided to abolish Cifeng town.

General situation of villages and towns

Cifeng town of Pengzhou City is located in the south central section of Longmen Mountains, northwest of Pengzhou City. It is 33km away from Pengzhou City, 25km away from Dujiangyan City and 70km away from Chengdu City. Among them, 25483 mu of arable land and 36112 mu of forest land, with a total population of 17390 (2017), 11 administrative villages and 1 town community. Cifeng town was built in the Ming Dynasty, formerly known as Fengjie Town, because the town has a Tang Dynasty kiln built here, surrounded by peaks, renamed Cifeng Town, the territory of fertile land, lush forest, abundant food, beautiful ecological environment, an area of 4 square kilometers of Lotus Lake scenic area is under development. The territory is rich in mineral resources, the main resources are coal, limestone ore, quartz sand, iron ore, aluminum ore. There are 30 coal and building materials enterprises in the town. In the second leap of Cifeng town's economy, we should seize the opportunity of western development, plan the economic development of shallow hills, take Lianhua Lake to develop the processing of agricultural and sideline local products, build an ecological town as the leader, and vigorously develop green food, planting and breeding bases. It is adjacent to Xinxing town of Pengzhou City in the East, Guihua Town of Pengzhou City in the south, Xiange township of Dujiangyan City in the West and Xiaoyudong township of Pengzhou City in the north. The town is named "Cifeng" because it has the site of jinchengyao porcelain factory in Song Dynasty, surrounded by peaks.

Cifeng town covers an area of 47.66 square kilometers. It is a hilly area with high, medium and low mountains. The altitude ranges from 720 meters to 1637 meters. The annual average temperature is 14.5 ℃, and the annual rainfall is more than 1100 mm. In Cifeng Town, the land is fertile and the products are rich. The barren mountains, barren slopes and residual forest areas are mainly composed of rice, corn, soybean, wheat and potato; the economic crops are mainly composed of rape, pollution-free vegetables, Allium macrostemon, cucumber, konjac, tea, palm slice, Shengqi, Phellodendron amurense, Eucommia ulmoides, Magnolia officinalis, tung oil tree and bamboo; the mineral resources are mainly composed of coal, limestone mine and huangshayan Lord, as rich in coal, known as the "hometown of Wujin.".

In terms of communication, the post and telecommunications terminal office is the main body, and the village connection project has been completed and put into use. There is a 35kV Transmission and transformation power station in the territory, which is distributed in a network. It is supplied by Dujiangyan branch of Chengdu Power Supply Bureau, so that every household can be electrified, and the State Grid has sufficient power supply.

The market town is located at the intersection of Panjiang River and tuxi River in the southeast of the town, surrounded by peaks, with unique landscape. There is a beautiful lotus lake in the south of the market town, which is a resort for tourism and vacation. After planning, preliminary construction and publicity in the early stage, it has a certain popularity outside, and has been listed as one of the key development projects by the province and the city.

Cifeng town is located in the northwest edge of Sichuan Province. It is an important frontier fortress town in Pengzhou City, Sichuan Province. The town covers an area of 53.4 square kilometers.

Urban construction

First, we should continue to implement the overall development plan for the construction of small towns with the characteristics of "catering and leisure, ecological living, and processing of agricultural and sideline products". Second, take towns and natural villages as units, according to the idea that farmers concentrate on residential areas, we should pay close attention to the compilation and improvement of village and town planning, and do a good job in the implementation of the planning, so that the village and town construction can gradually achieve reasonable layout, supporting facilities, complete functions, and clean environment, and fundamentally solve the problem of rural mess. According to the geographical and natural conditions of Cifeng Town, the planning of farmers' concentrated residential area takes Yuyuan village, Luhe village, Baoma village, Tianbao village and shuangtu village as the five villages to build centralized settlements in the urban planning area, and the urban system planning is formulated with the goal of building ecological residential small towns. Efforts should be made to do a good job in zoning planning and special planning, including the resettlement area of town residents, block greening, drainage, etc., implement and improve the supporting policies of the area, and improve the infrastructure construction of water, electricity, gas, road, optical fiber, etc., so that rural areas can enjoy urban civilization. The farmers' courtyard in this area focuses on the implementation of "four changes and one construction" (improving water, kitchen, toilet, fence circle, and agricultural ecological economy). Third, the planning highlights the concept of people-oriented, clear functional orientation and industrial development focus, highlighting the characteristics of regional economy. We should proceed from the reality, optimize the allocation of resources, focus on the industrial development planning of Cifeng Town, rely on the radiation effect of the poultry industry economic chain of Cifeng Town, formulate and improve the zoning planning including agricultural and sideline products processing park and catering service area, as well as the special planning for infrastructure, ecological environment, farmers' training and employment, social undertakings, etc. Fourth, we should do a good job in typical demonstration, from point to area. It is planned to build two resettlement communities for urban residents (Luhe village resettlement community and guanyinquan Road New District), one demonstration site for new socialist countryside in Jinsha village, and 600 farmers living in cities and towns. Focusing on the construction of guanyinquan Road New Area and Luhe village resettlement community, we will create a typical and model for farmers to live in cities and towns. At the same time, we should do a good job in land consolidation of Jinsha village, focusing on the removal and merging of scattered rural courtyards, and the renovation of wasteland, so as to increase the land for urban construction and provide an effective carrier for the construction of new countryside.

Cifeng town adheres to the starting point and basic goal of building a new socialist countryside by developing the characteristic industrial economy and promoting the sustained increase of farmers' income, strengthens the construction of infrastructure, vigorously adjusts the industrial structure, and establishes the sustained and stable increase of farmers' income on the basis of industrial development. We should constantly optimize the layout of urban and rural industries, implement industrialization to benefit the people, and focus on the construction of two parks: first, increase the construction of agricultural and sideline products processing industrial park. Taking full advantage of Cifeng town's annual vegetable planting of more than 20000 mu, slaughter of more than 1.3 million small poultry, slaughter of more than 10 million small poultry, and breeding advantages of live pigs and beef cattle, we should strive for financial and policy support for the existing key advantage agricultural products processing industry, such as salted duck, down, casing, etc., so as to help them grow bigger and stronger, give full play to scale effect, and expand Jiuchi poultry Industrial economy, promote the development of poultry industry chain.
