Xilongtou Xiang is located in the southwest of the county, 65 kilometers away from the county. Xiaoluanhe river flows through the township. Township government in Longtou village. It covers an area of 226.3 square kilometers and has a population of 4900 (2002). It has jurisdiction over four administrative villages.

In 1958, it belonged to Mengkui commune. In 1961, it was set up as Xitou commune. In 1984, it was changed to township. In 1997, it covers an area of 226.4 square kilometers and has a population of 5000. It governs four administrative villages: dongchengzi, Dayuan, Longtou and gangoukou. The National Nature Reserve "Luanhe upstream nature reserve" is located in Wudaogou, Xitou township.
