Historical evolution
On August 17, 2012, the construction of Dongxing national key development and opening experimental zone was started in Dongxing, Guangxi, and the State Council officially approved the implementation plan for the construction of Dongxing national key development and opening experimental zone. Guangxi Dongxing national key development and opening up experimental zone includes Dongxing City, Port District, Fangcheng Town, Jiangshan Township and Maoling township of Fangcheng district under the jurisdiction of Guangxi Fangchenggang City. It has a land area of 1226 square kilometers, a total population of 433000, a land border line of 100.9 kilometers and a mainland coastline of 537.8 kilometers, and has two national first-class ports. As an important part of the port area, Qisha peninsula is in a very important position. Qisha town has great potential in port resources. Qisha East Island and Qisha south port are located in the southeast of Qisha peninsula. The East Island is an artificial offshore island built by reclamation, with a planning area of 62.25 square kilometers, a new port line of 25.36 kilometers, 76 berths of 10000-400000 tons and a designed annual throughput capacity of 340 million tons. The initial direction of the industry is to build a modern energy and chemical industry base, with an estimated annual output value of over 200 billion yuan. Qisha south port area is a land connected port area, with a planning area of about 37.69 square kilometers and a new port line of about 36.29 kilometers. It can build 124 berths above 10000 tons, with a designed annual throughput capacity of 596 million tons. It is preliminarily planned to be a modern public port area.
In recent years, a large number of foreigners have poured into Qisha with the two "tianzihao" projects of Fangchenggang, and both projects have settled in Qisha Industrial Park of Fangchenggang, the southernmost part of Qisha town. One of them is the Fangchenggang iron and steel project of WISCO, and the other is the non-ferrous metal processing project of Jinchuan Group. The former has invested 64 billion yuan, while the latter has invested 30 billion yuan. Even in the whole country, the scale is huge. The Jinchuan project started as early as 2010, and the Fangchenggang project of WISCO started at the end of May 2012.
Qisha is a coastal industrial zone in the planning of the autonomous region, which focuses on the development of industrial enterprises related to port services. There are many industries such as ship building, salt making, hardware repair, aquatic products processing, textile, construction, transportation and marine products processing. Qisha is an important distribution center of marine products in Guangxi. Its products are exported to China and Southeast Asian countries. Its trade and market are prosperous. It has more than 20000 square meters of various trading venues. There are natural bathing beach, Paradise Beach, famous jade beach and sand raking pier, shiqiutou coastal defense fort built in Kangxi period of Qing Dynasty and the second largest navigation lighthouse in South China. Industry
The town has realized the connection of roads, television and telephone in every village, water supply in some villages and installation of closed-circuit television, and the power grid reconstruction project in urban and rural areas has been successfully completed. Take Fangchenggang power plant, Shaqi first-class highway, Eastern fishery wharf and other major projects settled in Qisha as an opportunity to actively promote the process of urbanization.
As a large-scale Coastal Industrial Park in Guangxi, Fangchenggang Qisha Industrial Park is located in Qisha town. It is seizing the opportunity of iron and steel, nuclear power, copper and nickel projects to improve planning, speed up infrastructure construction, and actively develop multi-functional modern international industrial port and over 100 billion yuan industrial park led by industrial port Fangchenggang district has become a booster for Fangchenggang to enter the advanced ranks of coastal open cities.
Beach development
In recent years, in addition to strengthening the training of farmers in technology, the town standardized the breeding area and location according to the unified deployment of the District, making the breeding industry of the whole town scientific and standardized. There are more than 1000 farmers engaged in mariculture in the town, with an area of 16385 mu. The varieties of mariculture include prawn, clam and oyster, and the annual income of the farmers is more than 10000 yuan. Among them, the area of shrimp culture is more than 7000 mu. More than 600000 yuan has been invested to repair the seawalls of Chisha and Xialuo rivers, and 75000 yuan has been invested to reinforce 12 Shantang reservoirs in each village.
Land trade port
Qisha port is one of the coastal border trade ports approved by the State Council in October 1994 and officially opened to the outside world on May 9, 1995. It is located in Qisha Bay, the second largest fishing port in Guangxi, in Beibu Gulf. It is about 10 nautical miles to 28 nautical miles away from situn and Yongshi island in Vietnam, and about 81 nautical miles away from Haiphong port, the largest international trade port in Vietnam. There are maritime department, frontier inspection, customs, inspection and Quarantine Bureau, border trade administration and other departments. The basin of Qisha port is about 4 square kilometers. At the lowest tide level, the basin is about 2 meters deep and the channel is about 2 kilometers long. The shallowest part of the channel at the lowest tide level is only 1.4 meters, and the high tide level can reach more than 4.2 meters. The entry and exit of ships are greatly affected by the tide level. Qisha port includes Weidong wharf, Decheng wharf, aquatic product wharf, bainiuwan wharf and Dawan wharf. There are three thousand ton berths and 15 berths below 500 tons. There are 27000 square meters of warehouses and 66200 square meters of storage yards in each wharf. At present, there are 3 sets of 5-ton loading and hoisting equipment for general cargo and 5 sets of coal handling equipment, with an annual comprehensive throughput capacity of 600000 tons. In 2004, the total import and export volume of goods was 195 million yuan, including 171.61 million yuan for import and 23.928 million yuan for export; the total turnover volume was 532000 tons, including 503300 tons for import and 29300 tons for export. The export commodities at the port are mainly white cement and construction glass, while the import commodities are mainly mineral products, coal and logs.
Labor export
We should do a good job in exporting labor services and actively broaden the channels for increasing farmers' income. Qisha town has more people and less land. In order to increase farmers' income, the town actively encourages and guides farmers to go out. Through various channels, it contacts farmers to go out to work. On the one hand, by increasing the intensity of industrial structure adjustment, accelerate the pace of small town construction, promote the local transfer of rural surplus labor. Seize the peak fishing season of jellyfish from January to May every year, and actively introduce internal and external contact merchants to the town for processing and purchasing jellyfish. More than 40 merchants have invested in the construction of 12 jellyfish processing plants (spots) in the town, covering an area of 26700 square meters. From January to March, the total production of jellyfish in the town reached 1600 tons, with an output value of more than 13 million yuan. 1560 farmers processed jellyfish, accounting for more than one-third of the migrant workers in the town. The daily maximum income of farmers processing jellyfish reached dozens to hundreds of yuan. During the whole jellyfish fishing season, the average income of farmers was nearly 5000 yuan. On the other hand, according to the market demand, the rural labor force was planned to be trained Employment skills training, so that they can master a skill, improve the competitiveness of employment, through the able to drive, government organizations and other flexible and effective ways, vigorously promote the transfer of rural surplus labor force in different places. The relevant departments cooperated with each other to increase the number of surplus rural labor exported to the Pearl River Delta and other places by 15049 people (Times), and the per capita monthly income reached 780 yuan. It creates a good factor for farmers to increase their income. We should combine urbanization with the development of township enterprises. In recent years, 13 seafood processing plants, including Longhai refrigeration plant, Binjing refrigeration plant, Hengfeng refrigeration plant, Taichang seafood processing plant and xinfeitai seafood processing plant, have been built and completed in the town. Relying on these seafood processing enterprises, we will strengthen the processing of agricultural products and enhance the competitiveness of agricultural products,
