Originally Huilongguan Township, Huilongguan town was built in 1990.
In 1996, it covers an area of 17.7 square kilometers and has a population of 11000. It has jurisdiction over six administrative villages including Huilongguan, erbuzi, sanhezhuang, Nandian, Beidian and Dongcun, and one neighborhood committee of Longxiang community.
In 1999, shigezhuang township (five administrative villages including dingfuhuangzhuang, Xidian, Dongdian, zhuxinzhuang and shigezhuang) was abolished and merged into Huilongguan town.
At the end of 2002, the town government was stationed in Huilongguan village, with an area of 32.7 square kilometers and a population of 27500. The postcode is 100085. It has jurisdiction over Fengya garden, yunqu garden, Tongda garden, Huihua garden, Longze garden, Longhua garden, Xinkang garden, Jinbang garden, JINDA garden, Longxing Garden North District, Longcheng garden, Changyi garden, Bishui manor, Wanlong, agricultural college, 16 communities in the northern suburbs, and erbazi, sanhezhuang, Dongcun, Dongcun There are 11 administrative villages, which are shigezhuang, Huilongguan, zhuxinzhuang, dingfuhuangzhuang and Nandian.
On December 16, 2004, Huilongguan District Working Committee and office were officially established.
At the end of 2006, it covers an area of 34 square kilometers and has a population of 220000. The Office (town government) is located near Huilongguan Hospital.
In 2008, it has jurisdiction over 41 communities and 8 administrative villages.
In 2015, approved by the executive meeting of Beijing municipal government, the administrative division of Huilongguan will be adjusted. The original town system was abolished and replaced by three sub district offices. The sub district office is set up in accordance with the principle of "no less than 3 square kilometers in area and no more than 150000 people in population". Three sub districts, Huilongguan, Longzeyuan and shigezhuang, are set up. The area east of Beijing Tibet Expressway and north of Dingsi road in Huilongguan town is assigned to Shahe Town (Regional Office), and the residential area of Bishui manor is under the unified management of Shahe Town (Regional Office).
