Unable to carry out the reform of "two field system"
The state-owned wupixia reclamation farm of Pingxiang City was established in 1960. It has three branches, four "farms with villages", five schools, one police station, one hospital, one epidemic prevention station, one nursing home for the elderly, and eight farm run industrial enterprises (since 1990, eight farm run enterprises have been bankrupt or closed by themselves according to law). At present, the total population is 14700 (including 4151 people in three sub farms, 2449 employees and 1276 formal land reclamation employees), with 4369 mu of cultivated land (642 mu in three sub farms), 144 mu of dry land and 170 mu of pond; the per capita cultivated land is less than 0.3 mu, which can not meet the distribution requirements of grain field, let alone the allocation of unit payment field and individual payment field; the mountain forest is 11800 mu (all provincial public welfare forest), which can not meet the demand Felling can only be managed and protected, not converted into a grain field. It does not have the conditions to carry out the "two field system".
The farm is heavily in debt
According to the instructions and requirements of the higher authorities, in order to ensure social stability, all cadres of wubeixia reclamation farm raised funds to handle social endowment insurance for 1130 formal reclamation workers (2449 workers in three branches of wubeixia reclamation farm, 1276 of whom were formal reclamation workers. In 2004, 1130 of them had already handled social endowment insurance. At that time, 146 formal reclamation workers could not afford the payment due to family difficulties There are 575 retired employees who have participated in the insurance. From 2004 to 2007, a total of 6.49 million yuan of social endowment insurance was paid by wubeixia reclamation farm, of which 1.62 million yuan was paid by individuals on time, 4.62 million yuan was paid by units, 2.33 million yuan was paid by farm Department loans, organizing cadres and workers to raise funds, and 2.28 million yuan was still outstanding. Because of the difficulty of fund, the reclamation farm can't afford to pay the social endowment insurance. Now the employees of the reclamation farm appeal to the government one after another, which makes the society very unstable.
Difficulty in normal operation
With the advancement of the reform, on the one hand, the burden of the farm workers has been reduced, but the income of the farm has also been reduced correspondingly. From 2006 to 2007, the income of the general farm and the sub farm has been reduced by 6.51 million yuan, and the annual income has been reduced by 3.51 million yuan. However, the expenditure of the social security renewal fund for the farm reclamation workers is more than 1.3 million yuan There is a capital gap of 4.3 million yuan in the normal operation of the farm. In 2007, the provincial subsidy of 1.076 million yuan (536 million yuan per year in 2006 and 2007) was far from enough to maintain normal operation.
