In order to earnestly implement the decision and deployment of the provincial Party Committee on "taking industry as the core and opening up as the main strategy", the 160th Standing Committee of the county Party committee decided to set up the Management Committee of Fuliang Industrial Park on August 12, 2002 to exercise the management function at the county level. It is planned to be basically completed in about five years to build the industrial park into a driving area for economic development, a pilot area for system and scientific and technological innovation, and an expansion area for county construction and development.

According to the first meeting of the preparatory group of Fuliang Industrial Park, it is agreed to transfer the original Luojiaqiao, Luojia reclamation farm and Baoshi village committee of Hongyuan town to the industrial park. Since the formal handover at the end of September, we have been carrying out all kinds of work in line with the principle of establishing, perfecting, attracting investment and carrying out all kinds of work at the same time.
At present, the administrative area is 27.4km2, which governs 4 administrative villages and 3 branches, with a total population of 8405. The overall planning area is 8.12km2, and the land is divided into 425.5 hectares of industrial land, accounting for 52.4% of the planned land area. The logistics center is 37.61 hectares, accounting for 4.63% of the planned land area. The supporting residential area is 54.45 hectares, accounting for 6.71% of the planned land area. 54 hectares, accounting for 3.64% of the planned land area. The ecological landscape is 133.03 hectares, accounting for 16.38% of the planned land area. The municipal land is 48.74 hectares, accounting for 6% of the planned land area. Road land is 83.17 hectares, accounting for 10.24% of the planned land area. The recent planning area is 3.87km2. Among them, the industrial land is 2.18km2. The supporting public building is 0.3km2. 93 km2. The municipal land is 0.47km2.
In 2003, the investment in infrastructure of the park was 150 million yuan, with an annual investment target of 50 million yuan, including 300 million yuan for enterprises. According to the spirit of the document of the county Party committee, the whole industrial park will be basically completed in about five years. By then, the park's GDP will reach 1 billion yuan, and its fiscal revenue will reach 70 million yuan, which will make a positive contribution to the development of county economy.
