Xiacai forest farm is located in Zhangzhou City, Fujian Province. It consists of Xiacai Forest Farm neighborhood committee, xiacaigong District, xialvgong district and Pushang operation site.

There is a shelterbelt farm in Xiacai state, with an operating area of 11919 mu. There are 5634 mu of forest land, including 4722 mu of protective forest, 165 mu of special forest, and 4887 mu of ecological forest, accounting for 86.7% of the total forest land.
Xiacai forest farm now has Xiacai work area, Xialv work area and Pushang work site. The field Department has office, production department, finance department, development department, forest protection team and other functional departments.
The total population was 312 (2010). There are 9 technicians, including 2 Intermediate and 7 junior. There were 29 retirees, 20 of whom were transferred to the civil administration.
Xiacai forest farm is a small shelter forest farm. There are 5634 mu of forest land, and 4887 mu of ecological public welfare forest, including 4722 mu of protective forest, accounting for 83.8% of forest land area, and 34736m3 of stock volume, accounting for 84.1% of total stock volume; 747 mu of commercial forest, accounting for 13.3% of forest land area, and 5902 m3 of stock volume, accounting for 14.2% of total stock volume. During the Eleventh Five Year Plan period, the forest farm focused on the adjustment of forest structure and strengthening the construction of coastal shelterbelts through the transformation of low efficiency forests and tending of young and middle-aged forests. The bamboo forest, economic forest, general timber forest and firewood forest with weak ecological protection function were renovated, which reduced the forest stand from 3987 Mu to 747 mu. The forest structure was continuously improved, and the quality and protection function of ecological public welfare forest were continuously improved.

Guleigang Economic Development Zone in Zhangzhou belonged to Fujian in Xia, Shang and Zhou dynasties, and Fujian and Vietnam in the late Warring States period. In 222 BC (the 25th year of the first emperor of the Qin Dynasty, or the 33rd year of the first emperor of the Qin Dynasty), it was included in the territory of the Qin Dynasty and belonged to Minzhong county. In the early Han Dynasty, it belonged to the South China Sea. In 85 BC (the second year of Shiyuan), it belonged to Yexian County, Kuaiji Prefecture. From Jin Dynasty to southern and Northern Dynasties, it belongs to Longxi County of Nan'an county. During the period of Chen Dynasty in the Southern Dynasty, minzhou was set up in today's Fujian, and later renamed as Fengzhou.
In 589, it was renamed Quanzhou. In 607, Quanzhou was abolished and changed into Jian'an county. It led Fujian, Jian'an, Nan'an and Longxi counties and was stationed in Fujian county. The county was governed in today's Fuzhou. At this time, there was only one county and four counties in Fujian. Today, Zhangzhou belongs to Longxi County, Jian'an county. Soon Longxi County was abolished and merged into Nan'an County, and soon Nan'an county was also abolished.
In 686, Zhangzhou was set up with Zhangpu and Huaien counties, which belonged to Zhangpu County. In 716, the State Department moved from the southern foot of Pantuoling to Li aochuan (now Suian town of Zhangpu County). After 29th, Longxi County and Longyan county were designated, and Huaien county was incorporated into Zhangpu County. In 786, the state government moved to Guilin village of Longxi County (now Zhangzhou City). Zhangzhou was changed into Zhangpu County from 742 to 759.
In 886 (the second year of Tang Guangqi), Wang Chao's three brothers entered Fujian with Wang Xu's peasant army and captured Quanzhou. Chen Yan appointed Wang Chao as the governor of Quanzhou. In 947, the Southern Tang Dynasty annexed the state of Fujian, and Zhangzhou was ruled by Wang Chao and the state of Fujian, which lasted for 61 years.
In 963, Qingyuan Army (under the jurisdiction of Quanzhou, Putian and Zhangzhou) was renamed Ping Navy, Chen Hongjin was the Jiedushi, and Zhangzhou belonged to Ping Navy. In 978 (the third year of Taiping's rejuvenation of the country in the Northern Song Dynasty), Chen Hongjin took over the territory of the Song Dynasty, and Zhangzhou was brought into the territory of the Song Dynasty with the Pinghai Navy. The Song Dynasty belonged to Fujian road. The Yuan Dynasty belonged to Zhangzhou road.
The Ming Dynasty belongs to Zhangpu County, Zhangzhou Prefecture, Fujian Province. In the Qing Dynasty, there was Zhangpu County, Zhangzhou Prefecture.
In the early Republic of China, it belonged to Xilu Road (tingzhang Road).
On May 1, 1916, Dongshan County was established with Dongshan Island and its surrounding islands (the above islands were separated from Zhao'an county) and Gulei Peninsula (separated from Zhangpu County). The county government was set up in the first district (formerly Tongshan Suocheng and now Tongling town), belonging to Zhangpu County and Dongshan County respectively.
Liberated on September 25, 1949, it belongs to Longxi district and Zhangzhou city.
In October 1949, the seventh district of Zhangpu County was established in duxun. They belong to the seventh district of Zhangpu County and the first district of Dongshan County.
In 1952, Shaxi was separated from the seventh district of Zhangpu County to build the twelfth district. Gulei is divided from the first district of Dongshan County into the fourth district.
In September 1955, the 12th district of Zhangpu County (Shaxi District) was abolished, and the townships of Beiqi, Gaolin, Gaoshan, Yutou, Heyuan, Shaxi, Tulou, xukan, Pengshan, Xiazhai, Baiyi, which originally belonged to the 12th district of Zhangpu County, were put under the jurisdiction of the 7th District of Zhangpu County (duxun District).
In December 1955, the six townships of Daizai, Xingzai, Longkou, youao, Xiache and Gangkou in Gulei District of Dongshan County, with a total of 28 villages, were under the jurisdiction of Zhangpu County. At the same time, Zhangpu County was divided into districts again. The names of each district were named according to the location of the district office, belonging to duxun district and Gulei District of Zhangpu County.
In July 1961, it belonged to Xiamei commune, xiziwei commune, duxun commune, Gulei commune and Shaxi commune.
In September 1984, the government and society were separated. The original people's commune was changed into township (town), and the original production brigade was changed into administrative village. They are located in four townships: duxun, Shaxi, Gulei and Xiamei.
In May 1988, duxun township was changed into duxun town.
