It is an important forestry town in Yong'an City.

The first village of forest reform
Hongtian village, subordinate to Hongtian town of Yong'an City, is a common village in the central mountainous area of Fujian Province. The forestry land of the village is 18908 mu, and the forest coverage rate is 81.4%. In 1998, Hongtian village took the lead and put the responsibility system of land contract into practice. It successfully carried out the reform of collective forest right system, and was praised as "Xiaogang Village" by Du Runsheng, a famous expert on "three rural issues".
Reasons for forest reform
In 1984, Hongtian village carried out the reform of forestry stock cooperative system, which converted the collective mountain forest into shares according to the population. Because the management was not standardized according to the requirements of the joint-stock cooperative system, the forest farmers, as shareholders, had neither the right of disposal nor the right of income. In fact, the right of management was in the hands of a few people. In addition, the burden of forestry taxes and fees was too heavy at that time, so the shareholders had no "red" to share. Dissatisfied with the current situation, some villagers went into the mountains to cut down trees. By the mid-1990s, the phenomenon of indiscriminate cutting was very serious. Brave day chop, timid night steal. Later, illegal logging developed from individual to professional team.
Seeing that every mountain is about to be cut down, the village cadres have repeatedly called on the villagers' representatives to discuss solutions. Everyone says that everyone has a share of the forest on the mountain, but they don't know where their share is, and it's not clear who the lawbreakers stole. If the forests were divided into households, this would not happen. Thus, from May to September 1998, the village held more than 20 meetings to discuss how to divide the mountain into households. Because it is related to everyone's vital interests to divide the mountain to the household, we have different positions and opinions. The two village committees finally decided to gather 27 villagers' group leaders and representatives to the conference room of the town business management office to hold a special meeting and organize meals in a unified way. We must come up with a result! Finally, by secret ballot, 21 agreed and 6 disagreed. In accordance with the principle that the minority is subordinate to the majority, the resolution of "dividing the mountain into households" was adopted at 5:30 p.m. on September 29, 1998. Therefore, Hongtian village has become the "Xiaogang Village" of national forest reform.
Forest reform process
There is no red head document from the superior, and there is no pilot experience for reference. Hongtian village gave full play to the wisdom of all villagers and created a set of methods to divide the mountain into households.
The first step is to take back the collective forest. They are not willing to return to the village if the original contractor's forest is well protected. The village pays 0.5 yuan to 1 yuan per mu according to the quality. The village cadres who originally contracted the forest voluntarily and unconditionally quit.
The second step is to investigate the collective forest. With the help of technical personnel, the village formed an evaluation team and went all over the forest land of the village. After careful investigation and evaluation, the family background was thoroughly found out: the commercial forest area of the whole village is 12812 mu. Except for the huahuashan and the occupied forest land, 9109 mu of forest area and 21000 cubic meters of timber stock can be allocated.
The third step is to divide the registered legal population into households. After full discussion and confirmation by the representatives of the whole village, adult villagers, children who have been adopted and given birth with the approval of the civil affairs or family planning departments, young people from the village who are in military service, students from universities and technical secondary schools, and prisoners serving reeducation through labor and reform through labor. Each person can share 6.2 mu of mountainous area and 16 cubic meters of timber stock. In order to facilitate the management and protection, we finally decided to implement the joint operation.
The whole village divides the total population into three groups, each group is divided into two teams, and each team is divided into two groups. Some groups are subdivided, and finally 16 management groups are formed. According to the combination of good and bad mountain forests of the whole village, the contracted mountain forests of each group were determined by "drawing lots", and a 30-year contract was signed.
