Beilun District governs the streets and is managed by Daxie Development Zone. It covers an area of 32.4 square kilometers and has a population of 39164 (2010). It has jurisdiction over 6 residential areas of Haiwan, Haicheng, Haiyun, Hisense, Golden Coast and Haiwen, 12 administrative villages of Fuzhu, (TU + Lu) tou, changdun, Wangxie, Dong'ao, xiachang, Changtang, Taiping, Longshan, mendeng, menxia and waima, and 9 economic cooperatives. The office is located at 285 Xingdao South Road. The topography is a mid mountain island surrounded by sea. The South and north sides are flat with a plain area of 16.84 square kilometers. The central part is mountainous, with the highest peak of Qidingshan, 334 meters above sea level. The coastline around the island is 26.14 kilometers long, including 10.7 kilometers of deep water coastline. In 1982, a modern navigation station was built in tunizui, north of the island.

Overlooking from afar, it looked like a palace Pavilion floating on the sea, so it was named Daxie. Before 1950, Daxie Island belonged to Jinxie District of Dinghai county. In October 1950, it was assigned to Zhenhai county. In 1952, it was divided into three townships: Taiping, xienan and Beidu. In 1956, it was merged as Daxie township. In 1958, it was divided into two administrative districts: Xiebei and xienan of Chaiqiao commune. In 1961, it was collectively called Daxie commune. In October 1983, it was renamed Daxie township. In March 1993, the State Council approved the development of Daxie Island by CITIC and enjoyed the policy of national economic and Technological Development Zone. Daxie township was put under the Management Committee of Daxie Development Zone of CITIC in September 1993. On June 1, 1994, Daxie township was abolished and Daxie street was established according to the document No. 17 of zhemingxing Zi. In 1996, it covers an area of 30.8 square kilometers and has a population of 24000. It has jurisdiction over 21 administrative villages.
