Shanxi transformation comprehensive reform demonstration zone Shanxi transformation comprehensive reform demonstration zone consists of four national development zones, including Taiyuan high tech Industrial Development Zone, Taiyuan Economic and Technological Development Zone, Taiyuan Wusu Comprehensive Bonded Zone, Jinzhong economic and Technological Development Zone, three provincial development zones, including Taiyuan industrial park, Shanxi Yuci Industrial Park, Shanxi Science and technology innovation city, and Shanxi University City Industrial Park, a total of eight industry university research park integration, and south, north to establish expansion area, the total planning area of about 600 square kilometers.

In March 2017, the first batch of 58 projects started in Shanxi transformation comprehensive reform demonstration zone, with a total investment of about 210.5 billion yuan.

Regional overview

Shanxi transformation comprehensive reform demonstration area is divided into three large areas in space. Yangqu Industrial Park in the North has a planning area of about 104 square kilometers. Among them, the original base area of Taiyuan industrial park is about 3 square kilometers, and the expansion area in Yangqu county is about 101 square kilometers. Focus on the layout of new materials, energy conservation and environmental protection, green food, cultural tourism, health and leisure industries.

The central industrial integration zone includes 7 existing parks except the former Taiyuan industrial park, with a planning area of about 140 square kilometers. Among them, Xuefu Industrial Park (formerly Taiyuan high tech Zone) is about 8 square kilometers; Tanghuai Industrial Park (formerly Taiyuan Economic Zone) is about 25 square kilometers; Wusu comprehensive bonded zone is about 3 square kilometers; science and technology innovation city is about 20 square kilometers; Jinzhong Huitong Industrial Park (including Zhongding Logistics Park) is about 49 square kilometers; Jinzhong new energy automobile park is about 9 square kilometers; University City Industrial Park is about 28 square kilometers square kilometre. It is mainly to upgrade the existing mature industry university research system and urban functions, focusing on big data, Internet of things, electronic information, high-end equipment, biomedicine, green food, cultural creativity, cross-border e-commerce, bonded logistics, science and technology research and development and other industries.

Xiaohe Industrial Park in the South has a planning area of 343 square kilometers. Among them, Taiyuan is about 205 square kilometers; Jinzhong is about 138 square kilometers. It is the main battlefield of the demonstration area construction. Focus on the layout of new generation information technology, advanced manufacturing, new energy, new materials, biomedicine, energy conservation and environmental protection industries.

The starting area of Xiaohe Industrial Park is about 100 square kilometers. Among them, Taiyuan is about 60 square kilometers; Jinzhong is about 40 square kilometers. Along both banks of Xiaohe River, new energy vehicles, mobile energy, intelligent manufacturing, health medicine, electronic information, headquarters economy, intelligent logistics and other industrial clusters, as well as financial town, Smart Town, health town and other characteristic towns are arranged; along the ecological corridor of Xiaohe River and both banks of Xiaohe River, one main and two public service centers for production and life are built in Taiyuan and Jinzhong.

On March 16, 2017, the provincial Party committee and government of Shanxi Province launched the project of Shanxi businessmen returning to their hometown for entrepreneurship and innovation in Beijing. The relevant person in charge made it clear that although Shanxi is a second-class finance, it needs to implement first-class talent policy. For example, the demonstration zone will give financial support of up to 80 million-100 million yuan to the Nobel Prize winners, academicians of the two academies and other famous scientists at home and abroad. On the same day, the provincial governor Lou Yangsheng presided over the first meeting of academicians in Shanxi. More than 40 academicians of the two academies were invited to check their pulse and ask for prescriptions. Lou Yangsheng asked the functional departments to lead the 51 suggestions put forward by academicians and give feedback.

On the morning of April 27, 2017, the first batch of 71 projects with a total investment of more than 100 billion yuan in Shanxi transformation comprehensive reform demonstration zone were officially laid. Lou Yangsheng, governor of Shanxi Province, made a speech and announced the commencement of the project. Luo Qingyu, member of the Standing Committee of the CPC Shanxi Provincial Committee, Secretary General of the CPC Shanxi Provincial Committee and Secretary of the CPC Taiyuan Municipal Committee, and Wang Yixin, vice governor, attended the meeting.

Honors

In July 2019, it won the title of national model industrial park of harmonious labor relations.

In December 2020, it will be selected as the national pilot city of industry and finance cooperation.

On February 18, 2021, the business service center of Yangqu Industrial Park in Shanxi transformation comprehensive reform demonstration zone was announced by all China Women's Federation as the target of "national March 8 red flag bearer (collective)" in 2020.

Function layout

In order to accelerate innovation and development and realize revitalization and rise, Shanxi provincial Party committee and provincial government have integrated four national development zones, three provincial development zones and Shanxi University Town in the core area of Taiyuan metropolitan area, established expansion zones South and North, and opened up Shanxi transformation comprehensive reform demonstration zone, with a total planning area of about 600 square kilometers, focusing on building advanced manufacturing, new energy, new materials and electricity There are six specialized industrial parks, including sub information, health care and cultural creativity.

The demonstration zone will provide 300 million yuan of financial support every year, which will increase year by year with the growth of financial resources. It will also set up an industrial investment fund with a total scale of about 100 billion yuan and a scientific and technological achievements transformation fund with a total scale of about 10 billion yuan. It will give support to newly introduced large and good projects from the aspects of instrument and equipment purchase, commencement, construction, operation, listing, etc., with the most single award Up to 50 million yuan.

Shanxi will also launch the "year of special action to optimize the investment and business environment". The provincial, municipal, county and township governments will establish the "13710" information supervision platform, and strive to create a development environment with the least approval, the best process, the most smooth system, the most flexible mechanism, the highest efficiency and the best service.
