Meilan District Meilan District, belonging to Haikou City, Hainan Province, is located in the northeast of Haikou City, between 19'57-20'05 N and 110'10-110'23 e, with a total area of 581 square kilometers. Meilan District, formerly known as Zhendong District, was established in January 2003. Haiwen Expressway and East Ring Railway run through the whole territory. Meilan District has successively won the honorary titles of top 100 counties and cities in China's health industry and the second batch of counties in revolutionary cultural relics protection and utilization area. Meilan District has Dongzhaigang National Mangrove Nature Reserve, Dongzhaigang Qiongbei earthquake site and other scenic spots.
In 2019, the GDP of Meilan District will reach 42.68 billion yuan, with a year-on-year growth of 7.5% at comparable prices.
Historical evolution
Meilan District, formerly known as Zhendong District, is located in the center of the old city of Haikou (accounting for two-thirds of the old city area). The earliest streets, villages, commercial ports and commercial districts in Haikou were bred in baishajin. Baishajin, also known as Baisha port, Baishamen port, baishadu, also known as Shenying port. As early as the Song Dynasty, it was the "gathering place of commercial boats". Baisha, formerly known as the map of Yizhou in ancient times, was originally the political, cultural and foreign trade center of the capital of Yizhou in Qiongshan county. After the Republic of China, baishafang was still the seat of the township government of Baisha eight villages (Baisha, Yuanwei, Qiaoban, Shanwang, Baishamen, Xin'an, guogang).
In 1933, Zhendong district was located in Yongan Town, Xinbu Township, Haidian Township and Baisha Township, the 11th district of Qiongshan county.
In 1934, Qiongshan County abolished the township and established the rural League Bureau.
In 1940, Zhendong District belonged to Yong'an town. In August of the next year, Haidian and Xinbu were merged into Haidian township.
In 1950, Hainan Island was liberated and Haikou Municipal People's government was established in June. In December of the same year, it was under the people's Government of the first district and the people's Government of the third district.
On June 1, 1955, the people's Government of the first district of the city was abolished, and eight sub district offices, Zhendong and Boai sub district offices, were under the jurisdiction of the people's Committee of Haikou City.
In 1960, Zhendong and Boai sub district offices merged to form the Central People's commune.
In June 1961, it was renamed the eastern people's commune.
In January 1962, the Eastern District People's commune was abolished and Zhendong and Boai people's communes were established respectively.
In August 1967, Zhendong commune was renamed Lixin commune, and Boai commune was renamed Dongfanghong commune.
In February 1974, Lixin and Hongdao commune were merged to form Lixin Revolutionary Committee, and Dongfanghong Revolutionary Committee was abolished.
In October 1982, Zhendong District People's government and Boai District People's government were established respectively.
On November 15, 1990, the Ministry of Civil Affairs approved the establishment of Zhendong District of Haikou City, which was one of the three districts of Haikou City at that time.
In April 1991, Zhendong district was set up. At the same time, the administrative boundaries of Zhendong district and the adjustment of district organs and departments were determined.
On October 16, 2002, Haikou City adjusted its administrative division, abolished Zhendong District, and established Meilan District on January 1, 2003.

Since May 12, 1951, the administrative division of Haikou City has been adjusted and qiongcheng town has been abolished. Haikou City has been divided into four districts, 20 sub district offices and 10 townships. Among them, the first district is located at No. 77 Zhendong street, which governs eight sub district offices including hongkanpo, Nanmen Street, Boai South Street, dongmenwai street, Sanya street, Daxing street, Zhendong street and Zhongai street. On July 6, 1953, the Department of civil affairs of Guangdong Province approved the readjustment of the administrative divisions of Haikou City, dividing the original three districts (including one district level town), 16 townships (Xiuhua, xiuxi, xiuxin, Xiudong, Chengxi, Chengbei, Chengnan, Baisha, Chengdong, Bailong, Haidian, Haimen, Xinbu, Xibei, Qiaoxi, Qiaodong township) into four districts (including one district level town) )There are 8 townships, 11 sub district offices, 2 suburban districts as one district, and 2 additional district governments in the urban area, which came into effect on May 1, 1953.
On June 10, 1955, the people's Government of the first district of the city was abolished, and the eight sub district offices under its jurisdiction were merged into Zhendong and Boai sub district offices; the people's Government of the third district was renamed the suburban office of Haikou City, which is located in Longqi village, Bailong Township, Xinbu Township, xiuxin Township, Xindong Township, Chengxi Township, Bailong Township, Chengdong Township, Chengnan Township, Xiuhua Township, Haigang Township and qiongcheng town (district level town) )。
On April 10, 1956, small townships were merged into big townships in rural areas of Haikou City. Eight townships in the former suburbs were merged into four townships under the direct leadership of the people's Government of Haikou City.
On January 9, 1960, the three sub district offices of Zhendong, Boai and Haibin road were merged to form the city commune central commune. The original Zhendong, Boai and Haibin offices were changed into the management area.
In 1961, the Western commune and the eastern commune (renamed from Hailian commune) were established.
In January 1962, the eastern commune was abolished and Zhendong and Boai people's communes were established respectively; the Western commune was abolished and four communes, Haidian and Yixing, were established respectively.
In August 1966, Haikou municipality directly under the central government had six communes, including Zhendong, Boai and Haidian, and five communes, including Hongqi, Hailian and Xinhai, were under the jurisdiction of suburbs.
In August 1967, Zhendong commune was renamed Lixin commune, Boai commune was renamed Dongfanghong commune, and Haidian commune was renamed Hongdao commune.
In April 1968, the Revolutionary Committee of Hongdao commune was established, and in August, the Revolutionary Committee of Dongfanghong commune was established.
In February 1974, the social construction area was withdrawn. In 1976, Haikou municipality was directly under the central government. There were four districts, namely Lixin, Dongfanghong, Xinhua and suburban areas, with five communes under the jurisdiction of suburban areas. Zhendong belongs to Lixin district.
In June 1981, Lixin district was renamed Zhendong District, and Dongfanghong district was renamed Boai district.
In 1984, Zhendong District People's government and Boai District People's government were elected respectively. It remained unchanged until November 1990.

In 1996, Zhendong district has jurisdiction over Xinbu Town, Bailong Township, Haidian, Baisha, Haifu, Zhendong, Renmin Road, Boai south, Heping south, 7 sub district offices, 50 neighborhood committees and 11 village committees, with a total area of 45.78 square kilometers.
In 2001, Zhendong sub district office and Boai South sub district office were merged into Boai sub district office; Bailong township was abolished and Bailong and Guoxing sub district offices were set up separately; the south part of Lantian Road (former airport road, Airport West Road) and Xisha Road (Nanhang East Road) was delimited from the management area of Haifu road sub district office, and Lantian sub district office was added; and 62 sub district offices in the original area were adjusted accordingly There are 47 district residents' committees, and the original 4 villagers' committees are replaced by 4 community residents' committees. After the adjustment, Zhendong district has 9 sub district offices, 1 town and 51 community residents committees.
On October 16, 2002, according to the State Council's official reply No. 92 and the provincial government's official reply on adjusting Haikou's administrative region, Haikou City adjusted its administrative region, abolished Zhendong District, and established Meilan District on January 1, 2003. Meilan District is one of the four districts under the jurisdiction of Haikou City, which is composed of Zhendong district and Jiangdong town It's called "the best of the best". Meilan District has five towns of Lingshan, Yanfeng, gougoupo, Sanjiang and Xinbu, and eight streets of Bailong, Lantian, Heping south, Haifu Road, Boai, Baisha, Haidian and Renmin Road.
In December 2004, Xinbu town was transformed into Xinbu street, which governs Xinbu island. So far, Meilan District has 4 towns, 9 streets, 52 neighborhood committees and 53 village committees.
In 2009, the Xianlai village committee (Office) was divided into one neighborhood committee and one village committee, that is, the original Xianlai town market part was changed into a neighborhood committee, and the rural part was still a Xianlai village committee.
