The origin of Idioms
Qin Guan of the Song Dynasty wrote in his frontier defense strategy II: "if we build up the state of Chong, we will be the first to eliminate the poor invaders. If we are in a hurry to fight with the enemy, then China will have the labor of transferring. Therefore, we should stop riding and stay in the villages in the hope of the moon. This is also a case of defending and attacking."
