It's a Chinese idiom, Pinyin is j ī zh ò NGJ ī Q ī ng, which describes the uneven development of things. It comes from Fu Hui Quan Shu, editor's commentary.
The origin of Idioms
In Huang Liuhong's Fu Hui Quan Shu, editor and editor Yu Lun in Qing Dynasty, it is said that "Ding and Liang have no malpractice of being too heavy or too light."
