The building, built in 1921, is a brick and wood structure, a British villa bungalow with a large slope top, with a construction area of 545 square meters, the top is scattered, and the shape is exquisite and unique. The building is in good condition.

Zhang Mingqi (1875-1945), a native of Wudi, Shandong Province, was named Hanzhai. In 1894, he took the imperial examination. In 1898, he learned from Cen Chunxuan, who was very appreciated. After 1900, he followed Cen to Shaanxi, Sichuan, Guangdong and Guangxi, and successively held the posts of Academic Affairs Office, business affairs office, political envoy of Guangxi, governor of Guangxi, etc. In 1910, because of bribing King Yizhe, he was appointed governor of Guangdong and Guangxi and general of Guangzhou. When he was in office, he suppressed the Huanghuagang uprising. In 1916, he was appointed first-class Earl for his sponsorship of Yuan Shikai as emperor. Soon after Yuan Shikai's downfall, Zhang fled to Tianjin and moved here in 1928. During his stay in Tianjin, he colluded with the deposed warlord politician Bai Jianwu and connected with the Japanese spy. After the July 7th incident, he openly defected to the enemy. Soon after Japan surrendered, it died in Tianjin.
