Founded on August 31, 1933, it is a special club (company) which controls the telephone, telecommunication and broadcasting networks of Manchuria and Guandong, and operates electrical communication business. It is located in the west side of Datong square in Xinjing special city (now the west side of Changchun People's Square). After the Manchuria incident (September 18th Incident), Japan's colonial propaganda in Northeast China started from ideology, and forced the northeast people to accept Japan's politics, nationality, ideology and culture. The Japanese imperialists attempted to control the telecommunication and broadcasting networks in Northeast China. In 1932, they put forward the "communication policy to Manchukuo", claiming that "the highest guiding organ of the Empire in Manchukuo should be Japanese, especially the imperial generals and schools to participate in the establishment and operation of Manchukuo telecommunication and telephone company".
