Qingdao is located in the south of Shandong Peninsula. It is 119 degrees 30 ′～ 121 degrees 00 ′ E and 35 degrees 35 ′～ 37 degrees 09 ′ n, bordering on the Yellow Sea in the East and south, Yantai in the northeast, Weifang in the West and Rizhao in the southwest. Now it has jurisdiction over seven districts including Shinan, Shibei, Licang, Chengyang, Laoshan, Jimo and Huangdao, and three county-level cities including Jiaozhou, Pingdu and Laixi

The total area of the city is 10654 square kilometers, of which the urban area (Shinan, Shibei, Licang, Laoshan, Chengyang, Huangdao and other six districts) is 2948 square kilometers, and Jiaozhou, Jimo, Pingdu, Laixi and other four cities are 7706 square kilometers. By the end of 2007, the city's permanent resident population was 8.3867 million, including 5.3591 million urban residents, accounting for 63.9% of the city's total population, and 3.0276 million rural residents, accounting for 36.1% of the city's total population.

Historical evolution

On May 24, 1949, the East China branch decided to set up the Qingdao Municipal military control commission with Xiang Ming as its chairman and Lai Keke and Tan Xilin as its vice chairman to ensure the correct implementation of urban policies and the orderly taking over of various tasks. The basic tasks of the CMC are to suppress the activities of the counter revolutionaries, eliminate the residual forces of the reactionaries, and establish a revolutionary regime.

The military control commission is the highest authority during the period of military control in Qingdao. It uniformly leads the military command, administration, takeover and all other party, government, military and civilian work in the whole city. Internally, the CMC is the Committee of the party, and it is the leading organ of the party that uniformly leads the work of the whole city.

On the day of the liberation of Qingdao, in order to "protect the life and property of the people of the whole city, maintain public security, and establish revolutionary order", the Qingdao Municipal military control commission was officially established according to the order of Shandong military region, and issued the No.1 notice: the implementation of the military system in Qingdao The Qingdao Municipal People's government was also established on that day, and Ma Baosan became the first mayor of new Qingdao.
