Built from the spring of 1912 to April of 1914, it is one of the last batch of public buildings in Qingdao during the period of German occupation. The designer is Hans fitkauer, adopting the German three section style, which has the characteristics of thick and rough German architecture. The building is a two-story, E-shaped plane, with basement and attic, brick, stone and wood structure, mainly including hall building and flanking office building. Granite foundation and coarse mushroom stone foot are used, the sloping roof is covered with red ox tongue tiles, the Yellow roughened wall is decorated with shallow pilasters, the triple long window is opened, and the long chopping stone is used for spacing decoration, which provides good shading conditions through its vertical and horizontal separation.
