On August 22, 1945, Dalian was liberated, and then the Soviet Red Army carried out military control over Dalian. On October 27, the Soviet Army's Dalian garrison headquarters, Gao ziluo, presided over the Congress of Chinese public organizations in Dalian at the Dahe Hotel (now Dalian hotel) to discuss the establishment of the Dalian municipal government. More than 10 people attended the meeting, including Tang Yunchao and Chen Yuntao, representatives of the municipal workers' Federation, Shao Shangjian, Chi Zixiang and Zhu Xiuchun, representatives of the public order maintenance association, Jian Rennan, representatives of the doctors' Association, Wang Dechong, representatives of the Dalian municipal Party branch of the Kuomintang, Yan Zhiru, representatives of the Buddhist Association, Jin Rongbo, representatives of the chamber of Commerce, and Wang Yingjiu, representatives of Shandong fellow townsmen's Association. The meeting lasted for three hours and agreed to establish the Dalian municipal government. The meeting also agreed to change the former office building of the Japanese colonial authorities in Kanto Prefecture into the office building of the municipal government.

On November 8, people from all walks of life in Dalian held a meeting in the square in front of the municipal government building to celebrate the birth of the first democratic regime in Dalian. At the meeting, the mayor took the oath of office and promulgated 11 policy guidelines.

Historical evolution

At that time, although Chi Zixiang was the mayor, the actual power of the government was firmly in the hands of the Communist Party. This was a democratic regime under the military control of the Soviet army, which carried out the United Front at all levels and was mainly responsible by the Communist Party. Through cadres with open positions in various government departments, the party keeps close contact with the masses and constantly expands its political influence. In the last ten days of November 1945, democratic regimes were successively established in various counties and districts.

After the establishment of Dalian municipal government, under the leadership of the CPC Dalian Municipal Committee, it led the people of the whole city to resolutely implement the decisions of the CPC Dalian Municipal Committee. They successively organized and carried out the mass production movement, restored industry, prospered commerce, developed foreign trade, ensured the supply of grain and coal, and smashed the economic blockade imposed by the Kuomintang on Dalian.

The municipal government also organized the people of the whole city to have a tit for tat struggle with the Kuomintang inspection team, which made the Kuomintang's plan to take over Dalian bankrupt; mobilized the masses to eliminate fascist culture; carried out the anti traitor liquidation and the official land distribution movement, which made the vast number of farmers really turn over; carried out the construction of peace and democracy, and established the Dalian provisional Council. Dalian will be built into a special liberated area by giving full play to the role of the general public in participating in politics and managing the work of the municipal government through the provisional Council. After the founding of the people's Republic of China on October 1, 1949, it has always been the office of the municipal government.
