Xiaohuangshan is the only mountain and forest resource in Xinbei District of Changzhou, which is rare in the whole city. It is located in the north of Menghe town. The whole mountain looks like Wolong. The highest altitude is about 95 meters. Because it is located in the plain, it is very impressive. Here has a good ecological environment, not only dense vegetation, but also good water quality in the mountain. In August 2013, peach blossom jellyfish was found in xiaohuangshan lake.

Since the establishment of Xinbei District, the district has started to carry out ecological protection for xiaohuangshan, shut down relevant mining sites, cement plants, etc., and gradually carried out ecological restoration projects to restore green. Since 2009, protective pre control of xiaohuangshan has been carried out by means of planning control.

Based on the green mountain landscape of xiaohuangshan, combined with the highway borrow pit in the south of the mountain, Jiulong lake is constructed.
