Balitang culture and Art Park, as one of the key projects of Luoyang Luolong District's cultural industry opening and investment promotion, is located 300 meters east of the intersection of Longmen Avenue and Yiluo road. It is developed and constructed from the idle plant of the former Luoyang Minghua detergent Co., Ltd

The total planning area of the park is about 368971 square meters, of which the first phase covers an area of 60030 square meters and receives about 10000 tourists per day. The second phase covers an area of 308941 square meters. It will be integrated with elements such as leisure sports, outdoor development base, interactive recreation and landscape architecture to build a comprehensive place for ecological recreation and leisure. It is a comprehensive cultural and art park integrating culture and art, tourism, creative entrepreneurship and sports and leisure industry.

Taking Luoyang cultural exhibition as the core, the cultural and Art Park is divided into three phases: one heart (Heluo cultural and art exchange center), three axes (sports and leisure axis, cultural and creative axis, tourism distribution axis), and five zones (art area, catering and bar area, creative work area, public fitness center, entrepreneurship incubation area). Among them, the first phase of the project has been completed, which can accommodate nearly 300 cultural and creative SMEs.
