The Macao General Archives was established in accordance with the legislative regulation No. 5 of the Ministry of Foreign Affairs on June 28, 1952. In 1979, it was transferred to the Department of education and culture (now the Bureau of education and youth) and renamed the Macao historical archives.

In 1986, it was incorporated into the Macao Cultural Society (now the Cultural Bureau), which is subordinate to the Department of communication, tourism and Cultural Affairs (now the Department of social culture). Since 1989, the museum has been located in a building with special architectural style. The internal equipment of the building is perfect, which meets the requirements of the functions of the archives and ensures the preservation of archives.

In addition, a special library is set up in the archive, which contains about 5000 valuable books and image materials (maps, illustrations, photos and slides) to assist the reading room.
