Founded in 1976, Siming District Cultural Center is a public institution set up by the government (in 2003, due to the adjustment of Xiamen city's zoning, it was formed by the integration of Kaiyuan District, Siming District and Gulangyu District). With a total area of 760000 square kilometers and a total population of 73.64 million, Xiamen is the political, economic and cultural center of Xiamen.

At present, there are 11 staff in the cultural center, including 1 curator, 1 deputy curator, 5 with college degree or above, 4 with intermediate professional title, 2 with junior professional title, 1 deputy to the Municipal People's Congress, 1 deputy to the District People's Congress, 1 member of the science, education, culture and Health Working Committee of the people's Congress, and 1 member of the district CPPCC Committee. The cultural center has one room and two departments: office, literary and artistic activities department, and training guidance department. It also has four professional associations and six training centers Class, four art groups. Professional cadres are members of the national, provincial and municipal art associations. The museum is located in the cultural and sports center of Siming District, 28 Qianpu East Road, Xiamen, covering an area of 9800 square meters. The district cultural center is one of the first batch of nine cultural institutions reform pilot projects in China; it is the "Fangcao plan" demonstration hall of Fujian Provincial Department of culture; it won the "winning" unit in the provincial cultural center inter evaluation in 1986; it was successively rated as the district and municipal civilized unit from 1992 to 1996; it was rated as the province's "top ten" cultural center in 2005; it was awarded the "national advanced unit of public cultural facilities management" in 2006 And the provincial "art poverty alleviation" advanced unit; since 1996, it has maintained the honorary title of provincial cultural unit.

In addition to the major festivals and celebrations, many large-scale cultural and artistic activities with great influence in the whole country, province and city have been organized and planned.
