Located in Sihong County, Suqian City, the memorial hall of Huaibei Anti Japanese Democratic base is nominated by Comrade Jiang Zemin and presided over by Professor Qi Kang, academician of Chinese Academy of Sciences. The design covers an area of 2450 square meters.

Huaibei Anti Japanese Democratic base memorial building covers an area of 2450 square meters. It is designed by Professor Qi Kang, academician of Chinese Academy of Sciences. It has wonderful conception, magnificent momentum and "five pointed star" appearance, symbolizing the eternal glory of communist spirit. The main design is two floors, with a total construction area of 2450 square meters and a floor height of 13.1 meters.

The facilities around the memorial hall cover a total area of 36600 square meters. Above the gate of the memorial hall is marked with a red five pointed star, and under the five pointed star is a figure showing the armed forces under the leadership of the Communist Party of China. There are two rectangular color sound and light fountains on the left and right sides of the steps. The undulating water column of the fountain dances like a fairy. The center of the fountain stretches eastward to form a rectangular flower pool, which symbolizes the people of Sihong offering flowers to the revolutionary martyrs. At the east end of the flower pool is a huge marker stone with the scarlet letter "Memorial Hall of Huaibei Anti Japanese Democratic base". Two rows of 18 square stones stand beside the flower pool In addition, the memorial hall itself symbolizes the 19 Anti Japanese Democratic bases in China. It is always shining and magnificent. There is a solemn atmosphere in front of the whole memorial hall, which makes people awe.

The South and both sides of the memorial hall are green squares. There is a rectangular fountain under the South steps. In the middle of the south is a man-made square pool. There are two rain proof leisure pavilions, stone chairs, wooden benches and square trees, which are full of vitality. They all have deep cultural connotations and make people feel relaxed and happy.

The exhibition is mainly based on historical pictures and physical objects, supplemented by landscape oil painting, sculpture, phantom imaging, film and television and other display means, aiming to highlight the heroic deeds of the older generation of proletarian revolutionaries such as Liu Ruilong, Deng Zihui, Peng Xuefeng, Zhang Aiping, Jiang Shangqing, and the party, government, army and people of Huaibei who fought with one heart, shared the enemy and fought bloody battles during the Anti Japanese war.
