The first tower of Wusuli River is located on the Bank of Wusuli River in the experimental area of Zhenbao Island National Wetland Reserve. It was officially laid in September 2007 and put into use in May 2009. With a total investment of 6.8 million yuan, the tower is 55 meters high and has a total construction area of 740 square meters. The tower is a steel frame concrete structure, and the outer glass curtain wall is hemispherical. From a distance, it looks like a dazzling pearl inlaid on the Bank of the Wusuli River, emitting dazzling brilliance. There are various animal specimens, watching the Siberian Railway and exotic customs in the scenic area.

The first tower of Wusuli River is constructed by Zhenbao Island Wetland National Nature Reserve Administration Bureau of Heilongjiang Province. The first floor is the wetland science popularization and education center, in which there are specimens of national protected animals and photos of plants. The second floor is the leisure area, where the fatigue of tourism can be relieved. Further up is the ninth floor, which is the best view to enjoy the scenery of the tiger forest frontier fortress. You can get a panoramic view of Hutou Town, wetland scenery, and military special telescope to clearly see the cultural landscape of Russia on the other side.

Its completion adds new highlights to Hulin, the "excellent tourist city in China", and becomes another landmark of Hutou tourist scenic spot after the underground fortress Museum of Japanese invaders and the monument to the end of the Second World War.
