Zhang Haibo, male, Han nationality, was born in May 1969 in Weihai, Shandong Province. He started work in July 1991 and joined the Communist Party of China in July 1988. In August 1945, Weihaiwei Municipal People's government was established on the basis of Weihaiwei administrative office, with Yuzhou as mayor. The people's Government of Weihaiwei city sets up an administrative committee, with the mayor as its director. It has a secretariat, civil affairs branch, finance branch, construction branch, education branch, justice branch, Public Security Bureau, industrial and commercial administration bureau, Beihai bank office, etc. In March 1947, the foreign affairs department, the health department, the war service department, the tax bureau, the

Industrial Bureau, Grain Bureau, post office in wartime.

On May 5, 1951, Weihaiwei Municipal People's government was renamed Weihai Municipal People's government. The mayor and a vice mayor presided over the administrative affairs. In November, the original administrative committee was changed into a committee of the people's government, composed of several mayors, vice mayors and members, which, in accordance with the law, manages the major administrative affairs of the city. It consists of secretary office, civil affairs department, finance department, personnel department, culture and education department, construction department, industry and Commerce Department, Fisheries Department, labor department and real estate department

The Department of defense, the Department of national defense construction, the Public Security Bureau, the court, the procuratorial office, the supervisory committee (abolished in 1955) and other institutions respectively manage the affairs within their respective jurisdiction. In addition, there are also animal husbandry station, fishery technology guidance station, oil production committee office and other technical services.

In January 1956, the former Weihai Municipal People's government was changed into Weihai Municipal People's Committee, which is composed of mayor, vice mayor and members. Its working departments include office, civil affairs department, personnel department, finance department, industry and Commerce Department, labor department, education department, construction department, Fisheries Department, planning and Statistics Department, transportation department, finance and trade office and Public Security Bureau. Since then, the working organizations have been merged and added again and again, and their names have been changed from time to time.

On February 19, 1967, under the influence of the "January storm" in Shanghai, some "mass organizations" in Weihai City, with the support of the troops stationed in Weihai, seized all the power of the party, government, finance and culture of the CPC Weihai Municipal Committee and the Weihai Municipal People's Committee, and established a "three combination" composed of representatives of mass organizations, representatives of the garrison, and representatives of government officials The provisional authority is the Revolutionary Committee of the red rebels in Weihai. In March, it was renamed Weihai Revolutionary Committee, which is composed of a number of directors, vice chairmen and members, exercising all the functions and powers of the municipal Party committee and the Municipal People's Committee. In 1970, the CPC Weihai Municipal Committee was restored, and the party's working departments were separated from the Weihai Revolutionary Committee, which continued to exist as a state administrative organ.

In May 1980, the first session of the Ninth People's Congress of Weihai City decided that the Revolutionary Committee of Weihai City should be changed into the people's Government of Weihai City, which is composed of several mayors and vice mayors to preside over the administrative affairs of the whole city.
