Beizhen Drum Tower is located in front of the bell tower in the center of Beizhen city. It was originally the South Gate of Xianzhou city in the Liao Dynasty. It was built by Zhu Yijun, the emperor of Ming Dynasty, in 1580 to commend the achievements of Li Chengliang, the great general of Liaodong.

Li Chengliang, whose name is Ruqi, was a general guarding Liaodong during the Longqing and Wanli periods of the Ming Dynasty. When he was young, his family was poor. After 40 years old, he was promoted to dangerous mountain ginseng general by his military achievements and acted as the chief officer of Liaodong. He is diligent in the side work, overhauling the side equipment, and revitalizing the side work. He killed Nurhachi's grandfather and father by plotting, which greatly weakened the strength of Jurchen in Jianzhou. Many times defeated nvzhenren and Mongolian invasion, consolidated the northeast border defense of Ming Dynasty. He was impeached in the 19th year of Wanli in Ming Dynasty. Ten years later, it was used again and returned to Liaodong at the age of 76. It makes Liaodong stable again. He died in 1615 at the age of 90.

Li Chengliang had nine sons, who were either chief soldiers, commanding envoys, or commanding and participating generals. There are many legends about Li Chengliang in Beizhen area in ancient and modern times, such as "Wumen funeral", "Baiguan graveyard", "Laohan king and tiger circle", "wanggaoshi", etc. in addition, Beizhen Drum Tower in Baibu of fangbei has become a famous tourist attraction.
