Heishuihe nature reserve is located in the border area of Chengdu Plain and Western Sichuan Plateau, with a total area of 317.9 square kilometers. It is rich in animal and plant resources, including 10 species of national first-class protected animals such as giant panda and golden monkey, 47 species of national second-class protected animals, and rare plants such as Davidia involucrata and Taxus chinensis. According to the third national survey of giant pandas, the number of giant pandas in Sichuan Province is in the top ten of the 39 counties (cities) where giant pandas are distributed. The abundant edible bamboo resources and other natural conditions, such as appropriate altitude, temperature and humidity, are especially suitable for the growth, breeding and habitat of giant pandas. Heishuihe Giant Panda Nature Reserve is one of the 14 planned reserves in China's giant panda protection and habitat project approved by the State Development Planning Commission in 1992. With the settlement of the boundary dispute between Dayi County and Lushan County, it has laid a foundation for the establishment of heishuihe Giant Panda Nature Reserve. Rich and precious species resources, obvious geographical advantages and geographical conditions.

Through the construction of nature reserves, it will greatly improve the ecological environment, promote the increase of forest coverage rate year by year, and play a positive role in soil and water conservation and water conservation in the upper reaches of the Yangtze River. It is estimated that after the completion of the project, 246200 tons of soil erosion will be reduced and 6519400 tons of water conservation will be increased annually. Through the construction of the reserve, the economic benefits of timber reserve and wild animal and plant resources will be 57.6 million yuan and 35 million yuan respectively.
