The office building of Jianan irrigation and water conservancy association was built at the end of the Japanese era. At the beginning of its establishment, the Jianan irrigation and water conservancy association was known as the "public Jianan Grand Canal combination". At that time, the office of the combination was located in Jiayi street, Jiayi county. It was not until 1909 (the 42nd year of Meiji in Japan) that it moved to Tainan Hall. In 1940 (the 15th year of Showa in Japan), due to the continuous expansion of business, it was decided to seek the site for reconstruction.
Looking at the style of this building, although it is the embryonic form of modern architecture and has the block combination formed according to the internal function, its thick and heavy joints, such as stone walls, pilasters, internal column heads, various fancy thread bases and scroll joists at the bottom of beams, can still see the influence of historical buildings, but these elements are not the dominant features of this building. With the development of functionality and the gradual simplicity of its composition, the Jianan irrigation and water conservancy association became an important transitional work of modernism in the architectural style during the Japanese rule period in Taiwan.
In terms of modeling style, Jianan irrigation and Water Conservancy Association has got rid of the characteristics of western historical buildings, which emphasize symmetrical treatment and memorial scale. There is no obvious three section structure of the body, roof and base of historical buildings. The whole building attaches importance to the block combination developed from the internal function. At the same time, there are many similarities between the educational guild hall in Taichung and the commercial and industrial award hall in Kaohsiung. On the measurement platform, it is obvious that the building is composed of three measurement bodies: the long wing in the north-south direction, the short wing in the east-west direction and the staircase in the northwest corner. Although there are seven pilasters in the north direction of the long wing and five pilasters in the west direction of the short wing, it has no influence on the shape of the whole building. The capitals of these pilasters are not any standard in Western classical architecture. They have small scrolls on the top and broken lines on the bottom. The roof of the auditorium on the third floor of the short wing adopts the truss system, which is a branch roof in appearance, adding a change to the flat roof building. The main staircase in the northwest corner is obviously prominent in shape, and the flag seat on it also constitutes a visual focus.
