Li Shangyin park is located between 310 National Road and Zhongyuan West Road in the east of Xingyang City, Zhengzhou City, and in the south of medicaiwa village, Yulong Town, covering an area of about 60000 square meters.

Li Shangyin is a famous poet in the late Tang Dynasty. He was born in 812 AD and died in 858 ad at the age of 46. His native place is Hanoi, huaizhou (now Qinyang county). His ancestors moved to Xingyang. Li Shangyin was born in Xingyang and was buried in tanshanyuan after his death. He is a native of Xingyang.

Li Shangyin is usually regarded as the most outstanding poet in the late Tang Dynasty. His value of poetry and composition is very high, which pushed Tang poetry to another peak. Li Shangyin and Du Mu are called "Xiao Li Du". Among the 300 Tang poems, 22 of Li Shangyin's poems are included, ranking fourth. He and Du Mu are called "Xiao Li Du" together, and Wen Tingyun are called "Wen Li" together.
