Zhou Enlai inspected the monument, which is located in Zhengping mountain of Shitang power station reservoir, Xiaoshun village, Yunhe County, Zhejiang Province. On the afternoon of April 2, 1939, Zhou Enlai, as vice minister of the Political Department of the Military Commission of the national government, visited the general plant of "Zhejiang Railway" in Xiaoshun, and delivered a speech to the whole plant for nearly two hours, which greatly inspired more than a thousand workers. The CPC Yunhe County Party committee and the county people's government built the monument here in August 1989. The front of the monument is engraved with seven characters "Zhou Enlai inspected the monument", and the back is engraved with the records of Zhou Enlai's inspection.
