Production steps:

Step 1: make water in the pot, boil the water, blanch the fresh rice flour, remove the cold water and set aside.

Step 2: cut the black pepper steak into strips and set aside; wash the garlic, cut off and set aside.

Note: 1. No fresh rice flour can be replaced by dry rice flour, just boil the dry rice flour to 8 mature before frying; 2. Any other meat can be used to replace beef; 3.
