Founded in 1973, the college was upgraded to a higher vocational college in March 1998, under the leadership of the air force equipment department. It is the only national education college in the whole army. It is the construction unit of Hunan Province's Model Higher Vocational Colleges and the first batch of outstanding vocational colleges. It mainly undertakes the task of training technical and skilled talents for military equipment repair and local economic construction.

The college covers an area of nearly 800 mu, with a construction area of more than 300000 square meters, a total asset of 450 million yuan, a total value of 110.5 million yuan of teaching equipment, and a collection of 628000 books. There are more than 9200 students, 719 teaching staff and 298 retired workers. At present, there are two campuses of Tiaoma and Guitang, and Dongjing education and training center.
