Chang'an University is directly under the Ministry of education of the people's Republic of China. It is a key construction University of the national "211 Project" jointly built by the Ministry of education, the Ministry of transportation, the Ministry of land and resources, the Ministry of housing and urban rural development and the people's Government of Shaanxi Province. On April 18, 2000, the former Xi'an Highway and Communications University, Xi'an Institute of engineering and Northwest Institute of architecture and engineering merged to form Chang'an University.

The University adheres to the combination of production, teaching and research. In recent years, the university has undertaken more than 6000 scientific research projects, including the national "973", "863" and National Natural Science Foundation. It has won 19 national science and technology awards, including the first prize of national science and technology progress, 31 provincial and ministerial level awards, and more than 500 other provincial and ministerial level awards. In 1956, the University began to recruit foreign students. It has trained more than 2000 students from more than 40 countries and regions, including the United States, Germany, Japan, Australia, Vietnam, Tanzania and Yemen, and now has more than 500 students. It is also one of the first universities in China to undertake foreign aid education and recruit students from Hong Kong, Macao and Taiwan.
