Li Ruihuan, male, was born in September 1934 in Baodi, Tianjin. He joined the Communist Party of China in September 1959 and began to work in July 1951. He graduated from Beijing Construction Engineering amateur college, majoring in industry and civil architecture.

From 1979 to 1981, he served as secretary of the Central Secretariat of the Communist Youth League and vice chairman of the all China Youth Federation. From 1981 to 1982, he was a member of the Standing Committee of the CPC Tianjin Municipal Committee, vice mayor, and Secretary of the Central Secretariat of the Communist Youth League. From 1982 to 1984, he served as secretary of the CPC Tianjin Municipal Committee, acting mayor and mayor. from 1984 to 1987, he served as deputy secretary, mayor and Secretary of Tianjin municipal Party committee (August 1987). He was elected to the Political Bureau of the 13th CPC Central Committee in 1987. from 1987 to 1989, he served as secretary of the CPC Tianjin Municipal Committee and mayor. at the Fourth Plenary Session of the 13th CPC Central Committee in June 1989, he was elected as a member of the Standing Committee of the Political Bureau of the CPC Central Committee and added as the Secretary of the Secretariat of the CPC Central Committee. he was elected to the Standing Committee of the Political Bureau of the 14th CPC Central Committee in October 1992. He was elected chairman of the eighth CPPCC National Committee on March 26, 1993. He was elected member of the Political Bureau and Standing Committee of the CPC Central Committee at the first plenary session of the 15th CPC Central Committee on September 19, 1997. He served as chairman of the Ninth CPPCC National Committee from March 1998 to March 2003.
