Liu Wenli was born in October 1929 in Shenyang, Liaoning Province. Manchu, graduated from Northeast University in 1956. Associate researcher, Institute of metals, Chinese Academy of Sciences.

Over the years, he has been engaged in the research of alloy steel quality, superalloy, vacuum metallurgy physical chemistry, gun steel, ultra-high strength steel and high pressure vessel steel.

He is now deputy chief engineer of Sannai company, Institute of metals, Chinese Academy of Sciences.

Presided over the "Research on the application of pure iron instead of copper and copper nickel alloy shell belt". The achievements have been applied in several products, and some products have been used as reserve materials in wartime.

He presided over the achievements of "Research on ultra high strength steel", which has been applied in the domestic "Yun 10" airliner.

He presided over the achievement of "Research on D6AC ultra high strength steel", which has been applied to several high pressure vessels and passed the national appraisal in 1982 and 1984 respectively.
