Liu Pei

Born in December 1932 in Yongchang County, Gansu Province. He graduated from the Central League school. He used to be a primary school teacher, a township government clerk, a deputy secretary of the District Working Committee, a member of the Youth League County Committee, a director of the Organization Department of the Youth League prefectural committee, a deputy secretary of the Party committee of the prefectural organs, a secretary of the Youth League prefectural Committee, a secretary general of the prefectural committee and a general secretary of the prefectural organs. In October 1962, after the Regional Bureau of agriculture, forestry, animal husbandry, agricultural reclamation, agricultural machinery, horticulture and cotton planting were merged into the Bureau of agriculture, forestry and animal husbandry, he served as the deputy director Secretary of the Party group.

Personal resume

After the cultural revolution, he was transferred to the deputy head of the revolutionary leading group of the regional water conservancy and Electric Power Bureau and a member of the Party group. After the establishment of the policy research group, the regional reform committee was transferred to be the leader of the policy research group. In 1974, the deputy director and Deputy Secretary of the branch office of the regional office for agriculture and forestry was set up. On January 8, 1978, he was elected secretary of the CPC Gaotai County Party committee, provincial party representative, and concurrently the first political commissar of the armed forces ministry. During the organizational reform in 1983, he was transferred to the Statistics Bureau of Zhangye Administrative Office (later changed to the Statistics Department) as the director, director and Secretary of the Party group for 13 years. After retiring in December 1992, he engaged in poetry research and literary and artistic creation.

Main achievements

The construction of water conservancy, terraced fields and sheep improvement in Zhangye area have been praised and awarded by the Central Committee, the three North headquarters of the State Council and the northern agricultural conference for many times. At the same time, we organized and implemented the construction of farmland shelterbelt and "Green Great Wall" in the north. from 1978 to 1981, when he was Secretary of the county Party committee of Gaotai County, he discussed the standard of truth in the whole county; screened and rehabilitated the unjust, false and wrong cases during the anti rightist and cultural revolution; when he left Gaotai, industrial and agricultural production recovered and developed to a certain extent: none of the state-owned enterprises went bankrupt, the workforce was relatively stable, the collective economy developed, and the whole production was fully developed Full of new vitality, the grain yield has reached about 800 Jin per mu, the financial and economic balance is basically balanced, and there is no annual surplus of more than 300000 yuan. when he was the director of the statistics department, he vigorously carried out the professional training of the statistical team, and organized statisticians at the prefecture and county levels to go to Xi'an Institute of statistics and Sichuan University for six months, one year and two years of formal training. From 1984 to 1992, a total of 103 people were sent to Xi'an Institute of statistics for training, 24 to Sichuan University for training, and 9 to provincial and local Party schools for training. After the training, the professional quality has been significantly improved, and many comrades have become the backbone of business at the prefecture and county levels. Among them, 8 were promoted to the county-level backbone, and 12 were promoted to the section level backbone. Twelve annual statistical yearbooks and concise materials have been published. At the same time, we collated and published the statistical data of the four years interrupted by the cultural revolution. He personally organized and implemented two national population censuses and one national industrial census, and won two golden cup awards and one red flag Award for the whole region. In 1989 and 1992, he edited and published "the rise and dedication of the central corridor", "brilliant achievements since the founding of the party in the central corridor" and "forty years of Zhangye statistics", which were repeatedly praised by the superior business departments and the party and government leaders at the same level. After retiring at the end of December 1992, he was keen on painting, calligraphy and poetry.

Works and honors

Some of his works have been published in Beijing such as the dictionary of new thousand poems, the collection of works of the first Shenzhou cup poetry competition, the contemporary Chinese scenic spots couplet dictionary, the red flag spectrum, the red poetry and the Shenzhou ode poetry couplet dictionary, and won the Excellence Award, Elite Award, first prize and golden cup award respectively.
