Liu Yuqin was born in December 1940 in Liuzhuang village, Yangying Town, Jining City, Shandong Province. He is a member of the Communist Party of China, senior economist, vice mayor of Yangying town science and technology, and chairman of Shandong Shuihu group company.

He has successively served as secretary of the Party branch of Liuzhuang village, director of the third cotton textile factory of Liangshan County, and manager of Shandong Liangshan sunshine Textile Co., Ltd. He developed a small cotton textile factory with 816 spindles into a comprehensive enterprise group with assets of more than 30 million yuan, integrating textile, plush toys, brake equipment and flour processing. He is a well-known farmer entrepreneur in Liangshan County. In 1990, he was rated as the provincial labor model.
